These newsroom metrics influence which stories are written, how news is promoted, and which journalists get hired and fired. Some argue that metrics help journalists better serve their audiences. Others worry that metrics are the contemporary equivalent of a stopwatch-wielding factory manager. In Desperate Measures, Caitlin Petre offers a rare behind-the-scenes look at how metrics are reshaping the work of journalism. Over a period of four years, Petre conducted a mix of in-depth interviews and ethnographic observation at three sites. The book first shows how metrics tools are designed and marketed, via Petre's research at the prominent news analytics company Chartbeat. Petre then follows Chartbeat's tool into the newsrooms of two of the company's highest-profile clients: Gawker Media and The New York Times. In Saving the News, Martha Minow takes stock of the new media landscape. She focuses on the extent to which our constitutional system is to blame for the current parlous state of affairs and on our government's responsibilities for alleviating the problem. As Minow shows, the First Amendment of the US Constitution assumes the existence and durability of a private industry. Although the First Amendment does not govern the conduct of entirely private enterprises, nothing in the Constitution forecloses government action to regulate concentrated economic power, to require disclosure of who is financing communications, or to support news initiatives where there are market failures. Moreover, the federal government has contributed financial resources, laws, and regulations to develop and shape media in the United States. Thus, Minow argues that the transformation of media from printing presses to the internet was shaped by deliberate government policies that influenced the direction of private enterprise. In short, the government has crafted the direction and contours of America's media ecosystem. Building upon this basic argument, Minow outlines an array of reforms, including a new fairness doctrine, regulating digital platforms as public utilities, using antitrust authority to regulate the media, policing fraud, and more robust funding of public media. As she stresses, such reforms are not merely plausible ideas; they are the kinds of initiatives needed if the First Amendment guarantee of freedom of the press continues to hold meaning in the twenty-first century.

Yet over that same period, Americans have grown less engaged with local politics and elections. Drawing on detailed analysis of fifteen years of reporting in over 200 local newspapers, along with election returns, surveys, and interviews with journalists, this study shows that the demise of local journalism has played a key role in the decline of civic engagement. As struggling newspapers have slashed staff, they have dramatically cut their coverage of mayors, city halls, school boards, county commissions, and virtually every aspect of local government. In turn, fewer Americans now know who their local elected officials are, and turnout in local elections has plummeted. To reverse this trend and preserve democratic accountability in our communities, the local news industry must be reinvigorated – and soon.
