Over the next decade, hundreds of African Americans--including Martin Luther King Jr., George Padmore, Malcolm X, Maya Angelou, Richard Wright, Pauli Murray, and Muhammad Ali--visited or settled in Ghana. Kevin K. Gaines explains what attracted these Americans to Ghana and how their new community was shaped by the convergence of the Cold War, the rise of the U.S. civil rights movement, and the decolonization of Africa. Kwame Nkrumah, Ghana's president, posed a direct challenge to U.S. hegemony by promoting a vision of African liberation, continental unity, and West Indian federation. Although the number of African American expatriates in Ghana was small, in espousing a transnational American citizenship defined by solidarities with African peoples, these activists along with their allies in the United States waged a fundamental, if largely forgotten, struggle over the meaning and content of the cornerstone of American citizenship--the right to vote--conferred on African Americans by civil rights reform legislation.

Book excerpt: Pan-Africanism in Ghana is an interdisciplinary exploration of the various ways Pan-African politics have been expressed by politicians in the Republic of Ghana from the colonial era to the present. By focusing on transnational politics in the context of a single nation over time, this study gives critical insight into the complex global, national, and local pressures that shaped Pan-African politics and the Republic of Ghana simultaneously. While there has been a great deal of work on Kwame Nkrumah and Ghana's First Republic, this book's major contribution is to trace Pan-African ideas in Ghanaian politics past the Nkrumah era, through the years of weak civilian governments and military rule, to the present. This approach explains how and why Pan-Africanism has shifted, inresponse to major global geopolitical changes and the objectives of Ghanaian political elites, from an anti-imperial African socialist oriented ideology to one supporting neoliberal nation-building. By viewing Ghanaian history through the lenses of economics, cultural anthropology, and political economy, this study reveals the extremely malleable nature of Pan-African ideas and the ingenuity of politicians looking to utilize them for a variety of political projects. In short, Ghana's conception as a springboard for a greater African union left a legacy subsequent civilian and military leaders of various ideological shades had to grapple with. The ways they rejected, embraced, or sought to subvert the nation's internationalist past helps us understand the mechanics of decolonization/nation-building in a globalizing world. Pan-Africanism in Ghana contributes to the historiography of Ghana by focusing on often overlooked figures and placing the development of the West African nation in a wider global context, while also presenting new multi-faceted arguments to debates about the history of Pan-Africanism. Book excerpt: This book brings together new household and enterprise data from 41 countries in Sub-Saharan Africa to inform policy makers and practitioners on ways to expand women entrepreneurs’ economic opportunities. Sub-Saharan Africa boasts the highest share of women entrepreneurs, but they are disproportionately concentrated among the self-employed rather than employers. Relative to men, women are pursuing lower opportunity activities, with their enterprises more likely to be smaller, informal, and in low value-added lines of business. The challenge in expanding opportunities is not helping more women become entrepreneurs but enabling them to shift to higher return activities. A central question addressed in the book is what explains the gender sorting in the types of enterprises that women and men run? The analysis shows that many Sub-Saharan countries present a challenging environment for women. Four key areas of the agenda for expanding women’s economic opportunities in Africa are analyzed: strengthening women’s property rights and their ability to control assets; improving women’s access to finance; building human capital in business skills and networks; and strengthening women’s voices in business environment reform. These areas are important both because they have wide gender gaps and because they help explain gender differences in entrepreneurial activities. It is particularly striking that while gender gaps in education tend to close with higher incomes, gaps in women’s property rights and in women’s participation in reform processes do not. As simply raising a country’s income is unlikely to be sufficient to give women equal ability to control assets or have greater voice, more proactive steps will be needed. Practical guidelines to move the agenda forward are discussed for each of these key areas.

Book excerpt: The concepts of leadership and the specific role of government leadership in meeting the basic needs of the people seem poorly defined in many areas of African society. Many people in these poor societies seem desperate and anxious for service, contrary to what many external observers may seem to think as a state of contentment. This creates a management dilemma why government fails to deliver despite high expectations of the electorate. The case of Africa was studied using Ghana as an example of such societies where one can observe phenomenon from examples of traditional leadership of chiefs with certain powers but limited responsibilities that may not be clearly defined for modern development of the society. Whiles recognizing traditional leadership, people in these societies find themselves with shifted locus of power and control, owing loyalty and allegiance to some other elected leaders who seem not concerned about the interests of the electorate, even where very high taxes are collected and people have the money to pay for services. The case of Ghana was examined using a qualitative case study. Selected businesspersons were interviewed in the Accra-Tema metropolitan area to examine their experiences, expectations and perceptions of the leadership, using one indicator of business performance: the quality of utility service delivery regarding water, electricity, telephone and garbage. As well known and found by the World Bank and local Private Enterprise Foundation [PEF] and business groups, electricity and telephone services are indispensable elements of any modern business. In the 1990s, the facsimile machine became part of modern business to enhance data delivery in addition to voice transmission, and in 2006 the Internet and electronic mail have become an almost integral part of global business communication for more than ten years. The needs for these business tools become more critical if businesses have to compete at the global level in free-enterprise markets usually imposed by Western donor and lender conditions. Water and garbage service not only affect health in any society, but in Africa poor sewage treatment and open sewage are directly related to mosquito breeding and malaria. Malaria was reported to kill 15,000 children under five years of age and 2,000 pregnant women in 2005, and seem to reduce the average life expectancy of people in some sectors of the nation by more than six years (GhanaHomePage, 2006, May 12). The research study on Ghana by this author showed that inefficient service delivery was found to impact about 90% of businesses in almost all sectors, despite a high [73%] expectation from leadership. Despite the call for overseas investors, first-dial successful completion rate of telephone transmission from California to Ghana was only 4%, most fax machines tried were not functional, and more than 95% of the participant business managers and owners used in the study did not have regular use of the Internet. Fifty-six (56) types of leadership perceptions based on the culture evolved and were grouped into common themes, and compared with a similar study in the United States of America. Cultural factors were explored in order to understand the challenges in Ghana's socio-economic development compared with Euro-American and Asian-Confucian cultures. This book is based on a dissertation submitted in partial fulfillment of the requirements of the PhD degree at Capella University's School of Business and Technology [Organization and Management - Leadership Option] in June 2006.
