Book excerpt: Getting to Gender Equality in Electricity Infrastructure: Lessons from Electricity Generation, Transmission, and Distribution Projects examines the social and gender footprint of large-scale electricity generation, transmission, and distribution projects to establish a foundation on which further research and replication of good practices can be built. The main impact pathways analyzed are access to land and labor markets, along with social sustainability considerations, including health and education. The study adopted this approach because, according to the World Development Report 2012, gender equality in access to land and labor markets matters for women's agency and empowerment. In addition, the study considers the role of the energy utilities and businesses to better understand the roles of various stakeholder. The study's mixed-methods research approach comprises critical in-country qualitative and quantitative field research, along with extensive literature and portfolio reviews. Qualitative analyses of several projects distinguished by their project type, energy source, and geographical representativeness were conducted to better understand how infrastructure construction can change the lives of local people. The World Bank Group (WBG) portfolio review provides guidance on how to operationalize good practices and lessons learned to move the energy-gender agenda forward. The study's primary audiences are energy task teams and social and gender specialists of the WBG and other leading development agencies, along with energy practitioners seeking better ways to address the gender aspects of energy infrastructure projects throughout the project and lending cycles.

Book excerpt: Gender equality and environmental goals are mutually reinforcing, with slow progress on environmental actions affecting the achievement of gender equality, and vice versa. Progress towards the Sustainable Development Goals (SDGs) requires targeted and coherent actions. However, complementarities and trade-offs between gender equality and environmental sustainability are scarcely documented within the SDG framework. Based on the SDG framework, this report provides an overview of the gender-environment nexus, looking into data and evidence gaps, economic and well-being benefits, and governance and justice aspects. It examines nine environment-related SDGs (2, 6, 7, 9, 11, 12 and 15) through a gender-environment lens, using available data, case studies, surveys and other evidence. It shows that women around the world are disproportionately affected by climate change, deforestation, land degradation, desertification, growing water scarcity and inadequate sanitation, with gender inequalities further exacerbated by COVID-19. The report concludes that gender-responsiveness in areas such as land, water, energy and transport management, amongst others, would allow for more sustainable and inclusive economic development, and increased well-being for all. Recognising the multiple dimensions of and interactions between gender equality and the environment, it proposes an integrated policy framework, taking into account both inclusive growth and environmental considerations at local, national and international levels.

Now that most economies are emerging, governments are focused on driving a sustainable socioeconomic recovery from the COVID-19 pandemic, but there is an endemic issue which must be addressed. The energy sector is missing out on the experiences, skills, and talents of much of half the human population, which severely constrains the sustainable energy transition. In addition to a larger skilled workforce, there are several advantages in bridging the gender gap within the energy sector. Gender disparities in the energy sector have been observed around the world. Women are less represented in policymaking, corporate leadership and governance, as entrepreneurs and venture capitalists, and in the labour workforce. These barriers are surmountable using a two-way complementary approach, which is simultaneously bottom-up - action by women and society to bridge the gap of gender inequality in the energy sector - and top-down - government and policymakers need to develop policy tools to encourage women's participation in the energy sector. This paper is summarising key findings from a report and empirical case studies of five United Nations Economic Commission for Europe (ECE) member States: Albania, Belarus, Ukraine, the United Kingdom, and Uzbekistan.
