Book excerpt: An international discussion on adequate education and new forms of learning was embedded in post-1989 socio-political scenario, which increasingly pronounced a knowledge-based economy. The idea of a time-framed instruction restricted to initial life stages was outdated in a dynamic society, that had changed continuously due to socio-political, economic and technological transformations. The European Union reacted accordingly and suggested to make learning a lifelong and lifewide process promoting geographical mobility for educational and professional motivations in order to stimulate economic growth and personal advancement on the social ladder. However, recent data shows that successful educational and professional integration and thus an adequate match of competences and occupational profiles is still unsatisfactory in numerous European contexts, especially when speaking of qualified mobility. This volume tackles the issue of professional inclusion of knowledgeable migrants under consideration of the paradigmatic life course framework and aims to contribute to international research on human capital valorisation. It thus strives to investigate professional trajectories and corresponding skill utilisation of mobile workers in a highly heterogenous European labour market that constantly requires actions to combat unemployment, the waste of skills, the invisibility of (hidden) educational capital and the lack of needed qualifications of its potential workforce.

The book analyses how migration-impacted informal human capital (MigCap) is acquired and enhanced as a result of international migration and what the opportunity and constraint structures are for their acquisitions and transfers. Adopting a comprehensive perspective, the book investigates how migration-impacted informal human capital is transferred by migrants between localities and areas of human actions and activities. Moving beyond the focus on migration as a source of economic capital, this book demonstrates that learning by observing, communicating and doing with others, embedded in social relations can facilitate the enhancement of intangible human capital among both skilled and unskilled migrants. Book excerpt: The increasing volume of remittances and public transfers in rural areas of the developing world has raised hopes that these cash inflows may serve as an effective mechanism for reducing poverty in the long term by facilitating investments and raising productivity, particularly in agriculture where market failures are most manifest. This book systematically tests the empirical relationship between cash transfers and productive spending in agriculture amongst rural households in six different countries of the developing world. Together, the studies point to little impact of migration and public and private transfers on agricultural productivity, instead facilitating a transition away from agriculture or to a less labour intensive type of agriculture. From a policy perspective the studies raise the question of how to maintain rural economies, as migration and social assistance are unlikely to provide a sustainable way to overcome rural poverty in the long run for those that remain in rural areas. For the foreseeable future, agriculture will play an important role in alleviating poverty and sustaining growth in rural areas. Yet, public and private transfers are not providing much of the impetus needed to raise the sector’s productivity. Whether the transfers are invested in agriculture will ultimately depend on the attractiveness of the sector, which is largely determined by the policies of governments and donors. This book was published as a special issue of the Journal of Development Studies.
