Book excerpt: The celebratory tone about the emergence of the BRICs and the improved growth in Sub Saharan Africa and Latin America during the 2000s obscures the reality that, for large parts of the developing world, the development challenges are more acute than ever before. After three decades of Washington Consensus policies, deepening globalization, and China's and India's increasing competitiveness in ever more goods and services, many developing countries are now facing three critical challenges: how to engender a transformation of the production structure that creates many more productive jobs, how to make growth more inclusive, and how to stimulate a growth process compatible with environmental sustainability. This book brings together development scholars and practitioners from multiple academic disciplines and policy perspectives to analyze important facets of this triple challenge, to explore interconnections among them and suggest strategies for overcoming the challenges in the current age of globalization. Three features distinguish this book from other current works in the field. First, this book looks beyond the current global crisis and short-term growth opportunities and analyzes the challenges to development from a long-term perspective. Second, books on the barriers to development tend to concentrate on one of the three challenges, e.g. Barbier (2010) A Global Green New Deal on environmental sustainability; Cimoli, Dosi, Stiglitz (2009) Industrial Policy and Development on structural transformation; and Milanovic (2011) The Have and the Have-Nots on exclusion. This book, in contrast, brings the three challenges together to emphasize that they challenges are interlinked and that strategies and policies must begin to recognize these interconnections to address different aspects of the challenges concomitantly. Finally, the contributors to the book include some of the most renowned development thinkers of our time.

TDR programs most often permit landowners to forfeit development rights in areas targeted for preservation and then sell those development rights to buyers who want to increase the density of development in areas designated as growth areas by local authorities. Although TDR programs must conform to zoning laws, they provide market incentives that make them more equitable (and often more lucrative) for sellers and frequently benefit buyers by allowing them to receive prior approval for their high-density development plans. Since the 1970s when modern TDR applications were first conceived, more than 200 communities in 33 states across the U.S. have implemented TDR-based programs. The most common uses of TDR to date involve protecting farmland, environmentally sensitive land, historic sites, and "rural character," and urban revitalization. Until now, however, there has never been a clearly written, one-volume book on the subject. At last, The TDR Handbook provides a comprehensive guide to every aspect of TDR programs, from the thinking behind them to the nuts and bolts of implementation-including statutory guidance, model ordinances, suggestions for program administration, and comparisons with other types of preservation programs. It is among those most cited in solemn declarations and most violated in practice. In a landmark decision, the 1996 World Food Summit decided to break with the all too familiar right-to-food rhetoric and requested a clarification of "the content of the right to food and the fundamental right of everyone to be free from hunger" and the means for its implementation. Since then much efforts have gone into further conceptualisation of social and cultural rights in general and the right to adequate food in particular. UN agencies, scholars, interested governments and civil society have joined forces in attempting to provide a foundation for national and international follow-up of the recommendations of the World Food Summit, reinforced by the Millennium Development Goals. This first of two volumes provides evidence of some of this work and gives direction for future activities to promote and protect the right to adequate food for all. It has contributions from some 15 authors who have all been directly involved, from different angles, in the advancement of the right to food and related human rights over the past years. Besides introducing the concept of the right to food and elaborating on its theoretical basis and meaning in development, it provides several recent examples from work both at the national and international level to apply it in practical situations, and with a special view to how to go about identifying the corresponding obligations of states and complementary duties and responsibilities of non-state actors and international organisations. Finally, several chapters address the right to food under special circumstances and for special groups needing particular attention. The book is the first of its kind on the right to food as a human right.
