Book excerpt: Nicolas Buclet and Olivier Godard In terms of economic scale, waste management is one of the two most important environmentally oriented sectors. 1 It stands at the cross-roads in the material organization of society, resource management, changing lifestyles and consumption patterns, and ecological issues. For many years waste management has been perceived as aresources and health issue, confined mainly to dense urban areas, and not an environmental issue. In contemporary affiuent societies, however, the scale reached by waste flows, the inheritance of accumulated deposits in soils from the waste of previous generations and increasing levels of public concern about environmental proteetion and quality of life have all conspired to impose a fresh look at what waste really implies for a modern society. We are obliged to focus our attention on such questions as how the circulation of matter is at present organized by society and can be modified and controlled if economic development is to become more environmentally sustainable. This is the period we live in. Significant changes in waste management in European countries have been introduced during the last decade or so. To some extent the transition between traditional regimes mainly based on local disposal and new regimes based on a revised organisation of flows of waste matter is still in the making, involving new attitudes, new activities, new technologies and new incentives, reducing the pressure on virgin natural resources and eliminating the huge dissipation of various pollutants into the environment.

Regulation can help companies and citizens achieve a faster, more effective, and more efficient transition from a linear economy, based on the take-make-dispose paradigm, to a circular economy, in which the potential of waste as resources and secondary raw materials is exploited. This book is set in the wake of economic literature that tackles the transition from the linear to the circular economy. It focuses on the downstream stages of the waste management process (i.e. the waste treatment phase). In this regard, it is proposed a journey through the history of European waste legislation to study the waste sector's transition dynamics from a selfish and no longer sustainable economic model based on rampant consumerism to a far-sighted sustainable model addressing the well-being of future generations. Studying the changes in European waste regulations leads us to ask ourselves the following questions: how has waste collection changed in recent years? What are the new regulatory challenges that must be addressed to achieve the objectives of a circular economy? How successful has the EU legislation been in fostering the transition from a linear to a circular economy? Finally, has the European environmental legislation sprung a convergence process among European countries towards the circular economy, or has the definition of targets fuelled the already marked differences between EU countries?

It can be used as a textbook for specialized courses and also as a guide for practitioners. In the first part, the book covers the relevant aspects of anaerobic digestion (AD) of organic wastes. The fundamentals and kinetic aspects of AD are reviewed with particular emphasis on the aspects related to solid wastes. This introduction is necessary to have a comprehensive view of the AD process and to understand the practical principles as well as the origin of possible problems arising from the management of the process. Chapter 2 emphasizes the role of kinetics in designing the reactor, paying special attention to existing models, particularly the dynamic ones. Through this introduction, it is intended to facilitate the technology transfer from laboratory or pilot plant experiences to full-scale process, in order to implement improvements in current digesters. Laboratory methods are described for the analysis and optimization of reactor performance, such as methanogenic activity tests or experimental evaluation of the biodegradation kinetics of solid organic waste. The different reaction patterns applied to industrial reactors are outlined. Industrial reactors are classified in accordance with the system they use, pointing out advantages and limitations. Co-digestion, enabling the co-treatment of organic wastes of different origin in a more economically feasible way, is described in detail. Examples of co-digestion are given, with OFMSW as a base-substrate. Finally, full-scale co-digestion plants are discussed. Various types (mechanical, biological, physico-chemical) of pre-treatment to increase the biodegradability, and thus the yields of the process, are reviewed in detail. The use of the fermentation products of anaerobic digesters for biological nutrient removal processes in wastewater treatment plants is described. This constitutes an example of integrated waste management, a field in which both economic and technical advances can be achieved. Balances are given to justify the approach, and a full-scale case study is presented. The important topic of economics and the ecological advantages of the process are emphasized. The use of compost, the integration with composting technology, and advantages over other technologies are detailed in the framework of an environmental impact assessment of biowaste treatment. Finally, the anaerobic digestion of MSW in landfills is reviewed in detail, with emphasis on landfill process enhancement and strategies for its application.
