La compresión de dichos conflictos será indispensable para evaluar la Constitución, su reglamentación, así como sus futuras reformas. La primera premisa de Ciudad de México. Inercias urbanísticas y proceso constitucional es que el presente y el futuro de la ciudad no están más en su periferia, sino en el espacio edificable-que está casi todo encima de espacios ya (aunque pobremente) edificados-. La segunda es que, pese a la insuficiencia de su lenguaje urbanístico, la Constitución ofrece un espacio discusivo donde los conflictos urbanos encuentran una expresión (O no, porque algunos son más bien invisibilizados) y donde, en todo caso, hay referentes para su procesamiento institucional. El lector encontrará aquí las condiciones (sociales, políticas y jurídicas) que será preciso enfrentar para que la Constitución adquiera un significado fuerte en la forma como (re)hacemos la ciudad.

In the case of Tijuana, informal settlements have proliferated through the city’s history as a result of spectacular population growth, a significant share of the population’s lack of economic capacity to acquire housing, a limited supply of land in the real estate market for housing construction, local topographical obstacles, and institutional weaknesses in all three levels of government that prevent the orderly oversight of property rights and urban development. According to the findings of this study, more than half of currently occupied dwelling units in the Tijuana had irregular origins. In the context, the book embodies a systematic approach to the study of land tenure informality in the city. The research findings address the location and dimensions of informal settlements; their implications for housing quality and availability of basic public services and urban infrastructure, as well as implications for local real estate markets; and the limitations of the public institutions charged with housing production and supervision and with the process of land tenure regularization. The research presented here retains its currency and topicality ten years after it was carried out. This English edition is an effort to contribute to debate and analysis about one of the central issues in economic and social progress in every large city in the developing world.

Book excerpt: With the rapid growth in urban poverty in Africa, Asia and Latin America, most cities now have 30 to 60 per cent of their population living in shanty towns. The civil and political rights of these people are either ignored or constantly contravened. They face multiple deprivations, including hunger, long hours working for inadequate incomes; illness, injury and premature deaths that arise from dangerous living conditions and inadequate water supplies, sanitation and healthcare. Many face the constant threat of eviction and other forms of violence. None of these problems can be addressed without local changes, and Empowering Squatter Citizen contends that urban poverty is underpinned by the failure of national governments and aid agencies to support local processes. It makes the case for redirecting support to local organizations, whether governmental, non-governmental or grassroots. . The book includes case studies of innovative government organizations (in Thailand, Mexico, Philippines and Nicaragua) and community-driven processes (in India, South Africa, Pakistan and Brazil), which illustrate more effective approaches to urban poverty reduction. Such approaches include strengthening the organizations of the poor and homeless so that they are accountable to their members, are able to develop their own solutions and have more capacity to negotiate with the institutions that are meant to deliver infrastructure, services, credit and land for housing. Such support for local processes is crucial for meeting the Millennium Development Goals in urban areas.
