Sarah L. Leonard charts the process through which texts of many kinds—from popular medical works to stereoscope cards—were deemed dangerous to the intellectual and emotional lives of vulnerable consumers. She shows that these definitions often hinged as much on the content of texts as on their perceived capacity to distort the intellect and inflame the imagination. Leonard tracks the legal and mercantile channels through which sexually explicit material traveled as Prussian expansion opened new routes for the movement of culture and ideas. Official conceptions of obscenity were forged through a heterogeneous body of laws, police ordinances, and expert commentary. Many texts acquired the stigma of immorality because they served nonelite readers and passed through suspect spaces; books and pamphlets sold by peddlers or borrowed from fly-by-night lending libraries were deemed particularly dangerous. Early on, teachers and theologians warned against the effects of these materials on the mind and soul; in the latter half of the century, as the study of inner life was increasingly medicalized, physicians became the leading experts on the detrimental side effects of the obscene. In Fragile Minds and Vulnerable Souls, Leonard shows how distinctly German legal and medical traditions of theorizing obscenity gave rise to a new understanding about the mind and soul that endured into the next century.

Book excerpt: This book provides a timely and unique contribution to current debates on how effectively voluntary party quotas address the persistent underrepresentation of women in legislatures. Using a most similar case design and a mixed-methods approach, the authors draw attention to the ways in which electoral systems and party regulations interface with voluntary party quotas in Germany and Austria. All quota parties in these countries support the goal of equal participation of women and men in elected office, and quotas are presented as a means to precisely that end. In order to assess parties’ commitment to their declared goals, and the effectiveness of quotas, the book introduces the concept of the post-quota gender gap and defines it as the difference between a party’s adopted quota and the actual share of women in legislative bodies at the national and regional level. Complementing the existing literature on recruitment and socio-cultural legacies, the authors argue that the problem of voluntary party quotas lies at the intersection of party quota design and electoral law. Either parties need to design quotas that actually work within a given electoral system, or we need legislative action geared toward advancing parity not just in candidate selection, but in the composition of legislatures. The book draws on gendered candidate and election data, on the party statutes of federal and state-level party organizations, and on interviews with party officials and party women’s organizations.

Networks of Modernity: Germany in the Age of the Telegraph, 1830-1880 offers a fresh perspective on the history of Germany by investigating the origins and impact of the 'communications revolution' that transformed state and society during the nineteenth century. It focuses upon the period 1830-1880, exploring the interactions between the many different actors who developed, administered, and used one of the most important technologies of the period-the electric telegraph. It reveals the channels through which scientific and technical knowledge circulated across Central Europe during the 1830s and 1840s, stimulating both collaboration and confrontation between the scientists, technicians, businessmen, and bureaucrats involved in bringing the telegraph to life. It highlights the technology's impact upon the conduct of trade, finance, news distribution, and government in the tumultuous decades that witnessed the 1848 revolutions, the wars of unification, and the establishment of the Kaiserreich in 1871. Following the telegraph lines themselves, it weaves together the changes which took place at a local, regional, national, and eventually global level, revisiting the technology's impact upon concepts of space and time, and highlighting the importance of this period in laying the foundations for Germany's experience of a profoundly ambiguous, networked modernity.
