Book excerpt: This Recent Economic Developments and Selected Issues paper highlights that Germany’s recovery from the 1993 recession, which had already been weaker than the previous three recoveries, stalled in the third quarter of 1995; output subsequently contracted in the fourth quarter of 1995 and first quarter of 1996. After rising by almost 3 percent in 1994 and at an annual rate of 21⁄2 percent (seasonally adjusted) during the first half of 1995, real GDP stagnated in the third quarter and fell by 0.6 percent (seasonally adjusted, annual rate) in the fourth quarter of 1995.

Book excerpt: This Selected Issues paper on Germany reviews investment trends and business capital stock in Organization for Economic Co-operation and Development (OECD) countries. Sharp wage increases are found to boost capital formation in the short term as employers substitute capital for labor at a rate that adjusts to the higher relative price for labor. To limit the political economy biases to fiscal policy, the paper explores options to strengthen budgetary institutions, notably more transparency; stronger budgetary rules; and more room for Länder governments to mobilize revenue and tailor spending to local circumstances.

Book excerpt: This Selected Issues paper and Statistical Appendix analyzes Germany’s past fiscal policy behavior and assesses the likely adjustments that would be necessary to bring future fiscal policy behavior in line with European Monetary Union and the Stability and Growth Pact requirements. Using estimated fiscal policy reaction functions that take account Germany’s decentralized fiscal decision-making structure, the statistical results suggest that discretionary fiscal policy at the general government level has maintained a procyclical stance since the end of the 1970s. The paper also examines disaggregated labor market developments in Germany.

Book excerpt: This Selected Issues paper identifies episodes of large and sustained current account surpluses in advanced economies (AEs) and compares Germany's ongoing surplus with those episodes. In doing so, the paper aims to put Germany's external position in a historical and cross-country context drawing from 55 years of data across 20 AEs. The comparison shows that the real growth of all domestic demand components, particularly of private investment, was remarkably weak during the latest sustained surplus episode in Germany in comparison with both "normal times" and other AE surplus episodes. Neither Germany's nor a typical AE surplus episode has been accompanied by visible, broad-based competitiveness or terms of trade gains.

Book excerpt: This Selected Background Issues paper examines the process of international financial integration in Germany, focusing on both banking and securities markets. The examination is useful both because of the size and importance of Germany’s economy and because of the structure of its financial markets, which rely on bank-based finance as opposed to securities-based finance to a greater extent than most other major industrial countries. The paper examines the data demonstrating the increased internationalization of German financial markets. It also considers measures taken by authorities to facilitate the internationalization process.

Book Debt and Entanglements Between the Wars

Download or read book Debt and Entanglements Between the Wars written by Mr.Thomas J Sargent and published by International Monetary Fund. This book was released on 2019-11-08 with total page 322 pages. Available in PDF, EPUB and Kindle. Book excerpt: World War I created a set of forces that affected the political arrangements and economies of all the countries involved. This period in global economic history between World War I and II offers rich material for studying international monetary and sovereign debt policies. Debt and Entanglements between the Wars focuses on the experiences of the United States, United Kingdom, four countries in the British Commonwealth (Australia, New Zealand, Canada, Newfoundland), France, Italy, Germany, and Japan, offering unique insights into how political and economic interests influenced alliances, defaults, and the unwinding of debts. The narratives presented show how the absence of effective international collaboration and resolution mechanisms inflicted damage on the global economy, with disastrous consequences.

Available in PDF, EPUB and Kindle. Book excerpt: This 2005 Article IV Consultation highlights that economic activity in Germany is slowly picking up, and there is scope for some further firming of growth in the course of 2006. The recovery, however, remains unbalanced, and strong exports have yet to feed through into higher household spending. Although the risks to the outlook are broadly neutral, an unwinding of global imbalances and higher oil prices could yet provide headwinds for the recovery. On balance, headline growth is forecast at 1 percent in 2005 and 1.5 percent in 2006, implying a gradual recovery in working-day-adjusted terms.
