The argument is that a ?long d‚tente? existed between East and West from the 1950s to the 1980s, that it existed and lasted for good (economic, national security, societal) reasons, and that it had a profound impact on the outcome of the conflict between East and West and the quintessentially peaceful framework in which this ?endgame? was played. New, Euro-centered narratives are offered, including both West and East European perspectives. These contributions point to critical inconsistencies and inherent problems in the traditional U.S. dominated narrative of the ?Victory in the Cold War.? The argument of a ?long d‚tente? does not need to replace the ruling American narrative. Rather, it can and needs to be augmented with European experiences and perceptions. After all, it was Europe ? its peoples, societies, and states ? that stood both at the ideological and military frontline of the conflict between East and West, and it was here that the struggle between liberalism and communism was eventually decided.

It is widely recognized now that, although some of the current rankings can be severely criticized, they seem to be here to stay. In addition, rankings appear to have a great impact on decision-makers at all levels of higher education and research systems worldwide, including in universities. Rankings reflect a growing international competition among universities for talent and resources; at the same time they reinforce competition by their very results. Yet major concerns remain as to the rankings' methodological underpinnings and to their various impacts. This new book presents a comprehensive overview of the current ‘state of the art’ of ranking in higher education and research, and introduces a completely new approach called ‘multidimensional ranking’. In part 1 rankings are discussed in the broader context of quality assurance and transparency in higher education and research. In addition the many current ranking methodologies are analyzed and critized, and their impacts are explored. In part 2 a new approach to ranking is introduced, based on the basic idea that higher education and research institutions have different profiles and missions and that the performances of these institutions should reflect these differences. This multidimensional approach is operationalized in a new multidimensional and user-driven ranking tool, called U-Multirank. The study asserts that Chinese history, the behavior of earlier rising powers, and the basic structure and logic of international power relations all suggest that, although a strong China will likely become more assertive globally, this possibility is unlikely to emerge before 2015-2020 at the earliest. To handle this situation, the study argues that the United States should adopt a policy of realistic engagement with China that combines efforts to pursue cooperation whenever possible; to prevent, if necessary, the acquisition by China of capabilities that would threaten America's core national security interests; and to remain prepared to cope with the consequences of a more assertive China.

Nuclear weapons have served the dual purpose of being part of NATO military planning as well as being central to the Alliance's deterrence strategy. For over 4 decades, NATO allies sought to find conventional and nuclear forces, doctrines, and agreed strategies that linked the defense of Europe to that of the United States. Still, in light of the evolving security situation, the Alliance must now consider the role and future of tactical or non-strategic nuclear weapons (NSNWs). Two clear conclusions emerge from this analysis. First, in the more than 2 decades since the end of the Cold War, the problem itself -- that is, the question of what to do with weapons designed in a previous century for the possibility of a World War III against a military alliance that no longer exists -- is understudied, both inside and outside of government. Tactical weapons, although less awesome than their strategic siblings, carry significant security and political risks, and they have not received the attention that is commensurate to their importance. Second, it is clear that whatever the future of these arms, the status quo is unacceptable. It is past the time for NATO to make more resolute decisions, find a coherent strategy, and formulate more definite plans about its nuclear status. Consequently, decisions about the role of nuclear weapons within the Alliance and the associated supporting analysis are fundamental to the future identity of NATO. At the Lisbon Summit in Portugal in November 2010, the Alliance agreed to conduct the Deterrence and Defense Posture Review (DDPR). This effort is designed to answer these difficult questions prior to the upcoming NATO Summit in May 2012. The United States and its closest allies must define future threats and, in doing so, clarify NATO's identity, purpose, and corresponding force requirements. McMurray unearths a fascinating, intercultural dimension of the railway and provides a comprehensive, detailed account of the Ottoman contribution. His work denies the German character of the railway by showing it to be an exclusively Ottoman enterprise designed by German engineers, funded by international capital, and built by a veritable army of Ottoman subjects. The study refutes the notion that German involvement in the Baghdad Railway somehow represented an orchestrated plunder of the Ottoman Empire. It reveals instead, the benefits this union bestowed on the Ottomans despite growing discord between Germany's leading political, financial, and cultural advocates of the railway. It traces back to the genesis of German interest in the enterprise before the Age of Empire, and it shows that the initial impetus came from private individuals whose commitment to improve the empire's infrastructure lay anchored in the hope that the Ottoman Empire would one day become Germany's ally. Finally, it reveals that German involvement with the railway did not traumatize the Ottoman Empire, but rather offered it a new lease on life, helping to strengthen the Ottomans' resolve to counter further European incursion.
