Attempts of explanation will be made, although it is expected that the reader has sufficient knowledge about the history of european cooperation on the fields of foreign and security issues, as this research will start with the foundation of the CFSP in the Treaty on the European Union of Maastricht 1992/93. After investigation of the abilities and concepts of the CFSP the case of Serbia and Montenegro shall be put into focus. What has happened in the region paralell to the development of the CFSP in the decade of 1990 – 2000, affecting this new state. What sort of engagement was imposed by the European Union? Did it have adequate success or was it an overall failure to try and would have been better to leave this matter to the United States “South Eastern European Cooperative Initiative” (SECI)? What was achieved through the Belgrade Agreement of March 2002, a real solution or a sort of ceasefire between the parties? Concluding the two research questions and presenting three different but in fact not so different views on the development of engangement of the European Union in southeastern europe shall then lead into a conclusion dealing with the question wether or not the CFSP and its initiatives can be a tool to improve the position of the EU in the world context and as a regional actor.

The Union's profile as an international political actor is much more limited, even though its activities are considerable. One of the principal objectives of the workshop on “The Common Foreign and Security Policy (CFSP) of the European Union: Germany's Due Role as Architect and Constrictor” was to familiarize American policy and research communities with the realities of the structure, practice and limits of this policy initiative. The workshop, held in May 1995, and sponsored by the American Institute for Contemporary German Studies, the U. S. Army War College, and the Delegation of the European Commission to the United States, also highlighted the special role Germany has played in the development of the CFSP, while considering, as well, the contribution of France and the United Kingdom. The future course of the CFSP matters to the United States as it raises questions about the nature of sovereign decision making on the part of principal American allies. Will these allies increasingly come to the tale with singular collective positions? Will such a development enhance European stability? Will greater European unity diminish U.S. influence? How will NATO accommodate the change? The resolution of these issues in the early years of the coming century will have a profound impact on U.S. European relations and gives added salience to this report.

Intergovernmentalism, or the need for equal agreement from all member nations, is used by many political scientists and policy analysts to study how the EU achieves its CFSP. However, in European Foreign and Security Policy, Catherine Gegout modifies this theory, arguing instead for analyses based on what she terms 'constrained intergovernmentalism.' Gegout's theory of constrained intergovernmentalism allows for member states, in particular France, Germany, and the United Kingdom, to bargain with one another and to make rational decisions but also takes into account the constraints imposed by the United States, the European Commission, and the precedents set by past decisions. Three in-depth case studies of CFSP decision-making support her argument, as she examines the EU position on China's human rights record, EU sanctions against Serbia, and EU relations with NATO.
