Pan-Germans who feel absolutely sure of victory - in the absence of such a conviction the projects of annexing Antwerp, the Briey basin, etc., would be paradoxical - will not even discuss the question of whether the German colonies should be restored to their pre-war possessors. A large section of the public regards their restitution as reasonable enough. It is admitted that a prolific country like Germany needs colonial possessions to take her surplus population; and, as nobody dreams of stifling the German people when it has received its punishment, or of forbidding it to resume a normal and healthy existence, it is expected generally that the future peace treaty will include a clause exchanging the captured German colonies for Alsace-Lorraine or the freedom of Belgium. This is the normal view, seldom discussed, and never opposed. However, the problem is far less simple than it appears on the surface. In the first place, we no longer live in the times of Ruy Blas, when "niggers" were a kind of merchandise to be bartered for "arsenic" without the least consideration for the "niggers" views on the matter; in the second, the opinions of the British Colonies, Dominions, Commonwealths and Federations, whose armies conquered the colonies in question, cannot be disregarded. Promises they had exacted. One of the chief causes of their ill - success was the continued independence of the Saxons. Ever since they had acquired the northern half of Thuringia, this warlike race had been extending its power. They were still heathens, cherishing bitter hatred towards the Franks, whom they regarded as the enemies both of their liberties and of their religion and their hatred found expression, not only in expeditions into Frankish territory, but in help willingly rendered to every German confederation which wished to throw off the Frankish yoke. Hardly any rebellion against the dukes of the Franks, or against King Pippin, took place in Germany without the Saxons coming forward to aid the rebels. This was perfectly understood by the Frankish rulers, who tried again and again to put an end to the evil by subduing the Saxons They could not, however, attain their Object. An occasional victory was gained, and some border tribes were from time to time compelled to pay tribute, but the mass of the Saxons remained unconquered. This was partly due to the fact that the Saxons had not, like the other German confederations, a duke who, when beaten, could be held responsible for the engagements forced upon him as the representative of his subjects. A Saxon chief who made peace with the Franks could undertake nothing for the whole people. As a conquering race, they were firmly compact; conquered, they were in the hands of the victor a rope of sand. There are two sub-varieties of Moderate opinion with regard to the direction in which Germany is to gain. One is the M ittel - Euro pa school. This lays the emphasis upon a closer union, political, military and economic, between the German Empire and its Allies austria-hungary, Bulgaria 'and Turkey - in such wise that there is a continuous belt Of German power from Hamburg to the Persian Gulf, a great central-european realm capable of defying the world. This scheme could be realized with practically no annexation. The other sub-variety sees Germany's future greatness secured by a great Empire in tropical Africa, in Mittel - Afrika, extending right across the Continent from the Atlantic to the Indian Ocean. This in volves considerable annexations, but annexations in Africa, not Europe. Very often the two schemes - mittel-europa and Mittel - Afrika - are held both together. But commonly even those who hold both ideas lay greater stress on one than on the other. It may be questioned whether any strong spontaneous interest is felt by the German masses in the lost oversea colonies. We find, for example, the champions of the Colonial Idea occasionally complain of wide-spread popular indifference, though they note with satisfaction that the war has turned the great mass Of the working-classes, who had hitherto been indifferent to the Colonial movement, or even averse from it, into its most convinced friends (dr. Solf, Secretary of State for the Colonies, quoted in the Kreuz Zeitung for January 9, But if gain is not to be had in other directions, then the gain of colonial territory acquires value as a salve to national pride, which would be wounded, if the war ended in loss all round. It is perhaps for this reason that Of late the idea of the African Empire has seemed to be in the ascendant. In spite of all tangible proofs to the contrary, an unjustifiable caign of falsehood is being conducted in order to make the world believe that the Germans lacked colonizing talent and were cruel to the natives. A small force, mainly composed of these very natives, opposed this development. Almost without any external means of coercion, even without immediate payment, this force, with its numerous native followers, faithfully followed its German leaders throughout the whole of the prolonged war against a more than hundredfold superiority. When the armistice came it was still fit to fight, and imbued with the best soldierly spirit. That is a fact which cannot be controverted, and is in itself a sufficient answer to the hostile mis-statements.
