The question arises whether demographic change will constrain the capacity of aging states like Germany to conduct foreign policy and pursue their national security interests. Since contemporary military operations still display a strong human element, particular scrutiny is given to the empirical analysis of the determinants of military propensity and military service among youth. An additional human capital projection until 2030 illustrates how the decline in the youth population will interact with trends in educational attainment and adolescent health to further complicate military recruitment in the future. A concluding review of recruiting practices in other NATO countries provides insight in best-practice policy options to reduce the military’s sensitivity to demographic change. Following this approach, the book gives prominence to a topic that has thus far been under-represented in the greater discussion of demographic change today, namely the demographic impact on international affairs and strategic calculations.

Book excerpt: The German Minority in Interwar Poland analyzes what happened when Germans from three different empires - the Russian, Habsburg and German - were forced to live together in one new state. After the First World War, German national activists made regional distinctions among these Germans and German-speakers in Poland, with preference initially for those who had once lived in the German Empire. Rather than becoming more cohesive over time, Poland's ethnic Germans remained divided and did not unite within a single representative organization. Polish repressive policies and unequal subsidies from the German state exacerbated these differences, while National Socialism created new hierarchies and unleashed bitter intra-ethnic conflict among German minority leaders. Winson Chu challenges prevailing interpretations that German nationalism in the twentieth century viewed 'Germans' as a single homogeneous group of people. His revealing study shows that nationalist agitation could divide as well as unite an embattled ethnicity.

They quickly took steps against those whom they wanted to isolate, deport, or destroy. In these essays informed by the latest research, leading scholars offer rich histories of the people branded as "social outsiders" in Nazi Germany: Communists, Jews, "Gypsies," foreign workers, prostitutes, criminals, homosexuals, and the homeless, unemployed, and chronically ill. Although many works have concentrated exclusively on the relationship between Jews and the Third Reich, this collection also includes often-overlooked victims of Nazism while reintegrating the Holocaust into its wider social context. The Nazis knew what attitudes and values they shared with many other Germans, and most of their targets were individuals and groups long regarded as outsiders, nuisances, or "problem cases." The identification, the treatment, and even the pace of their persecution of political opponents and social outsiders illustrated that the Nazis attuned their law-and-order policies to German society, history, and traditions. Hitler's personal convictions, Nazi ideology, and what he deemed to be the wishes and hopes of many people, came together in deciding where it would be politically most advantageous to begin. The first essay explores the political strategies used by the Third Reich to gain support for its ideologies and programs, and each following essay concentrates on one group of outsiders. Together the contributions debate the motivations behind the purges. For example, was the persecution of Jews the direct result of intense, widespread anti-Semitism, or was it part of a more encompassing and arbitrary persecution of "unwanted populations" that intensified with the war? The collection overall offers a nuanced portrayal of German citizens, showing that many supported the Third Reich while some tried to resist, and that the war radicalized social thinking on nearly everyone's part. Book excerpt: The German-speaking inhabitants of the Bohemian capital developed a group identification and defined themselves as a minority as they dealt with growing Czech political and economic strength in the city and with their own sharp numerical decline: in the 1910 census only seven percent of the metropolitan population claimed that they spoke primarily German. The study uses census returns, extensive police and bureaucratic records, newspaper accounts, and memoirs on local social and political life to show how the German minority and the Czech majority developed demographically and economically in relation to each other and created separate social and political lives for their group members. The study carefully traces the roles of occupation, class, religion, and political ideology in the formation of German group loyalties and social solidarities.
