Book excerpt: After unification large amounts of money were spent to retrain the East Germany labour force in order to ease the transition to the new market economy. This book uses microeconometric methods and individual data to evaluate the impact of these training programmes on the participants' labour market situation. It discusses the appropriate evaluation methodology as well as the effectiveness of the actual programmes for the individual participants. The empirical results suggest that the public sector sponsored training programmes were fairly ineffective. In contrast, the training organized and paid by the enterprises caused considerable earnings growings.

We argue that East Germany is in trouble precisely because of the support it has received. This paper explores the phenomenon of "the caring hand that cripples," arising from bargaining by proxy, the adoption of the West German welfare system and the associated employment persistence. Even the steady decrease of labor cost (normalized by productivity) since the beginning of the nineties did not help to kick start the East. We suggest that labor force participants fell into "traps," concerning low skills, ageing of the workforce, labor-saving capital and skills, capital underutilization, and unemployment arising from the decline of the tradable sector"--Forschungsinstitut zur Zukunft der Arbeit web site.

Book excerpt: In 2003–05, Germany undertook extensive labor market reforms which were followed by a large and persistent decline in unemployment. Key elements of the reforms were a drastic cut in benefits for the long-term unemployed and tighter job search and acceptance obligations. Using a large confidential data set from the German social security administration, we find that the reforms were associated with a fall in the earnings of workers returning to work from short-term unemployment relative to workers in long-term employment of about 10 percent. We interpret this as evidence that the reforms strengthened incentives to return to work but, in doing so, they adversely affected post re-entry earnings.
