Book excerpt: Negotiations on an historic trade deal between the European Union and the United States are losing momentum and must be revived. The Transatlantic Trade and Investment Partnership, or TTIP, is the most ambitious trade and investment pact ever attempted and an opportunity to revitalise the relationship between Europe and the US. As the EU and US combined account for nearly half of world GDP, the potential gains from such a deal could be substantial - as much as £100bn a year to the EU and £80bn to the US according to some estimates. While getting rid of the remaining tariffs on transatlantic trade is important, some 80 per cent of the potential gains will be derived from the removal of non-tariff barriers, a point of particular significance for SMEs. A successful TTIP will be of benefit to the rest of the world by stimulating world trade in general and encouraging progress on other multilateral trade initiatives, including encouraging China's participation. TTIP should also not be a closed shop and that there should be provision to allow third countries to participate. But without more political impetus from Washington and the big EU member states and without a concerted campaign to make the public in all the countries involved more aware of the potential benefits, the opportunity could be lost. If that happens the EU and the US are unlikely to be in the same position of influence in the world economy next time around

Yet the way states use economic power to pursue strategic aims remains an understudied topic in International Political Economy and International Relations. The contributions to this volume assess geo-economics as a form of power politics. They show how power and security are no longer simply coupled to the physical control of territory by military means, but also to commanding and manipulating the economic binds that are decisive in today’s globalised and highly interconnected world. Indeed, as the volume shows, the ability to wield economic power forms an essential means in the foreign policies of major powers. The latest wave of regionalism in the form of mega-regional trade partnerships between countries with major shares of the world economy occurred in the aftermath of the Global Financial Crisis of 2008-09. The most systematically important mega-FTAs included the Trans-Pacific Partnership led by the United States (US), the China-backed Regional Comprehensive Economic Partnership, and the Transatlantic Trade and Investment Partnership between the European Union (EU) and the US. Drawing on policy diffusion and competitive regionalism literatures, Xianbai Ji develops an innovative model of competitive spill-over to uncover the historical and contemporary sources of mega-regionalism resulting from a temporal clustering of mega-FTA initiatives from great powers. In the book, mega-FTA is conceptualised as an instrument of geo-economic competition between the US, China, and the EU. Each aspired to leverage its mega-FTA to gain an edge over its rivals in economic, geopolitical, and legal terms. For the European Union, one of ‘well identified areas’ in order to protect the economy is energy supply, respectively energy security. Since the number of countries that deliver most of the oil and gas to the EU is very small and some of them are involved in geopolitical quarrels, the EU seeks to diversify its energy supplier structure. One opportunity to do so might be the Transatlantic Trade and Investment Partnership (TTIP). In this paper, I argue that TTIP is supposed to be, among others, a geoecomomic tool of the EU in order to diversify its energy suppliers and to reach more energy security, but this will only work on a medium to long term perspective and to a limited extent.

Opponents used emotive frames and strategically chosen issues to increase public opposition to the negotiations; supporters countered, but also accommodated, parts of opponents’ rhetoric in hopes of quelling discontent. The study also highlights the resulting changes to EU trade policy, thus contributing to the literatures on trade policy, politicization, and rhetorical analysis.

Book excerpt: Mega-regional agreements have recently stirred controversy, producing a clash between the founding principles of liberalisation and protectionism, giving rise to competence issues between the European Union and its Member States. Although scholarly work has focused for years on the controversial “social clause”, it is now worth carrying out a detailed, legal analysis of the labour standards contained in the mega-regional trade agreements adopted and negotiated by the EU and the US. The topic gives rise to much controversy, as it is influenced by political convictions and election results. For this reason, it poses one of the most significant challenges to international labour law. Based on these considerations, this book examines the social dimension of three of the most relevant mega-regional trade agreements, namely TTP, CETA, and TTIP. It is argued that trade liberalisation should be accompanied by progress in the social and labour field.
