Book excerpt: "Students of Southern History have made studies of the Secession and Reconstruction periods in the several Confederate states, but they have neglected the Civil War period proper; also most Confederate History has been written from the Richmond perspective and not from the viewpoint of the individual states which composed the Confederacy. This study assumes to investigate the behavior of a Southern state with reference to its membership in the Confederacy during the Civil War. Georgia was not selected as a typical Southern state, but it was perhaps as representative as any other state. There were no typical Southern states; they were all different. Whatever merit the study has lies in the fact that it takes the state government and not the central government as a perspective. The problem has been largely one of collection and synthesis of materials, most of which are readily available to the scholar. A conscious effort has been made to avoid details and movements that would have been normal had Georgia remained at peace in the Union, and a degree of discrimination has been employed in selecting materials which are pertinent to Georgia's changed allegiance and to the affiliation with the Confederacy during the war which ensued"--Leaf iii

With an arms-bearing population somewhere between 120,000 and 130,000 white males between the ages of 16 and 60, this resource became an object of a great struggle between Joseph Brown, governor of Georgia, and Jefferson Davis, president of the Confederacy. Brown advocated a strong state defense, but as the war dragged on Davis applied more pressure for more soldiers from Georgia. In December 1863, the state's general assembly reorganized the state militia and it became known as Joe Brown's Pets. Civil War historians William Scaife and William Bragg have written not only the first history of the Georgia Militia during the Civil War, but have produced the definitive history of this militia. Using original documents found in the Georgia Department of Archives and History that are too delicate for general public access, Scaife and Bragg were granted special permission to research the material under the guidance of an archivist and conducted under tightly controlled conditions of security and preservation control.
