For instance, prior to 1910, a County Superintendent was required to have certain qualifications and was elected by the County Board of Education; later this legislation was modified in part and later still the election and qualifications of this official were further changed. This is also true with regard to other parts of our school system. If the General Assembly will authorize the codification or systematic and logical arrangement of these laws, it will be a pleasure for the State Department of Education in conjunction with the Attorney-General to do this work without expense or cost of any kind, and in the interest of the public, I ask for the passage of an act to this effect. The publication of a complete compilation of Georgia School Laws and Decisions without such a re-arrangement merely confuses even the lawyers, to say nothing of the officials and parents. For this reason it has been thought wise to publish extracts of our more important and most necessary educational legislation until the right is granted to arrange the laws changed, omit those practically repealed, and to print a complete and thorough school code.
