Available in PDF, EPUB and Kindle. Book excerpt: Appraisals of the spatial effectiveness of Canadian government rural development programs are too infrequently undertaken. Geography can be a useful component in this respect, because its concepts can be successfully employed to describe spatial variations in the rate of growth which result from such programs. This study examines the spatial distribution of agricultural improvements precipitated by the Fund for Rural Economic Development (FRED) in the Interlake region of Manitoba. Consequently, a methodology is employed which considers both spatial variations in the rate of growth, and the factors responsible for existing trends in growth. Findings from this study reveal that some degree of success has been attained through FRED's agricultural development program. However, the magnitude of FRED's achievements did vary intra-regionally, and this was influenced by such factors as ethnicity and the processes of urbanization and suburbanization. In this thesis, it is recommended that future research must be undertaken to determine the long-term benefits of FRED's agricultural programs in the Interlake. To this end, this study can serve as a comparative base for considering future happenings in the region's agricultural structure. Furthermore, it is become beneficial to those who feel the need for further geographically oriented government development planning.

Although climate and geography make our northern condition apparent, Canadians often forget about the north and its problems. Nevertheless, for the generation of historians that included Lower, Creighton, and Morton, the northern rivers, lakes, forests, and plains were often seen as primary characters in the drama of nation building. W.L. Morton even went so far as to write that the ìmain task of Canadian life has been to make something of that formidable heritageî of the northern Canadian shield. For many politicians and developers, "to make something" of the North came to mean thinking of the North as an empty hinterland waiting to be exploited, and today, hydroelectric projects, mining, milling, pulp and paper, and other industries have changed much of the North beyond recognition. One of the first parts of the North to be aggressively industrialized was northern Manitoba. When all of Manitoba was given in 1670 to a group of entrepreneurs, a precedent was set that was replicated throughout the provinceís history. After the province entered confederation in 1870, provincial politicians and business leaders began to look to the northern resources as a new key to the provinceís economic development. Particularly after 1912, they saw resource development in the North as a strategy to expand the provincial economy from its agricultural base. Jim Mochoruk shows how government and business worked together to transform what had been the exclusive fur-trading preserve of the Hudsonís Bay Company into an industrial hinterland. He follows the many twisting paths established by developers and politicians as they chased their goal of economic growth, and recounts the ultimate costs of development in economic, ecological, and political terms.

This has particularly been the case in the context of Winnipeg, where a rich and diverse range of civil society organizations have pursued community development. In part, the growth of these community development organizations reflects the specifics of the Manitoba case. In Winnipeg the inner city is beset by problems of chronic poverty. At the same time there is a vibrant left-wing political tradition committed to concepts of economic and social justice and a large urban Aboriginal population with an activist leadership inspired by concepts of self-governance and self-determination. These factors contributed to the emergence of a "CED vision." This was furthered by a government under Gary Filman's Conservative party that, throughout the 1990s, was committed to pursuing a neo-liberal political agenda that did not involve a great deal of support for local community driven initiatives. The Filman Tories had largely abandoned the inner city, leaving questions of economic and community development to the community itself.

This would be applicable to a type of economic planning which recognizes that the economic system is constantly changing and that forces within the system continuously rationalize both the structure & the behaviour of the economy. The main purpose of the type of planning suggested by this report would be to identify ways the government could influence the rationalizing process of wealth production within the existing political-economic system. The report introduction presents an analogy in which the economy is likened to a living organism, discusses the dual nature of the economy, defines structural rationalization, and proposes a method for identifying (scanning) areas of poor rationalizing performance. The main section contains four research papers on the scanning process, focussing on the Manitoba manufacturing sector. Topics of the papers are: the structure of industry in Canada at the divisional level; trends in geographic concentration of manufacturing industries; the structure of manufacturing in Manitoba; and forecasting relative performance in manufacturers by province, with reference to Manitoba, using shift-share analysis and intersectoral flows analysis.

Book excerpt: The existence of marked regional economic disparities in Canada has made provincial governments very conscious of their potential role in stimulating provincial economic growth. Where provincial develop- ment policy is committed to growth as a primary goal, it is likely to promote growth at a considerable cost - both opportunity and direct costs to itself. These costs will be increased to the extent that the provincial government is enamoured with economic growth as a societal goal above all other goals (for example improving the welfare of its citizens, eliminating poverty or redistributing income); to the extent that the provincial government is committed to competing with other regions in promoting growth through offering locational incentives to industry; and the lower the province's position on the growth scale to begin with. Given the structure and concentration of ownership in Canada, provinces which attempt to promote their rate of growth under the above conditions will tend to provide risk capital and other major concessions to foreign corporations. Thus provincial development policy is a positive influence in accelerating the rate of location of foreign owned industry in Canada. The Province of Manitoba from 1958 to 1969 adopted this growth policy under these conditions. A study of this period in Manitoba reveals that the consequences outlined above did in fact follow from this policy.
