But do the assumptions underlying such discussions hold up under close scrutiny? In this first treatment of environmental security from a truly critical perspective, Simon Dalby shows how attempts to explain contemporary insecurity falter over unexamined notions of both environment and security. Adding environmental history, aboriginal perspectives, and geopolitics to the analysis explicitly suggests that the growing disruptions caused by a carbon-fueled and expanding modernity are at the root of contemporary difficulties. Environmental Security argues that rethinking security means revisiting the question of how we conceive identities as endangered and how we perceive threats to these identities. Book excerpt: The chapters in this volume are edited versions of papers presented at the NATO Ad vanced Research Workshop on Environmental Change Adaptation and Security held in Budapest, Hungary, from October 16 - 18, 1997. As is evident in this volume, the papers ranged from descriptions of environmental and health issues in Russia and Eastern Europe to models of sustainable land use. This diversity of perspectives on environ ment and security is indicative of both the breadth of this new area of research as well as the varied background of the researchers involved. The discussions at the NATO workshop were remarkably animated and exciting, not surprising given the interest in the topic. I think this vitality is reflected in the papers in this volume as well. The main purpose of the NATO ARW is to foster research links among researchers from NATO countries and Central and Eastern European States, Russia, and the Newly Independent States. In editing this volume, a decision was made to keep to the spirit of this purpose and-if at all possible-include all papers prepared for the workshop. This required extensive editing and rewriting of some of the papers (and consequent delays in production). A determination was made early in the process by the workshop steering committee that the value of publishing the entire collection of articles out weighed the advantages of accepting only a limited number.

A coherent energy strategy is required, addressing both energy supply and demand, security of access, development problems, equity, market dynamics, by also taking into account the whole energy lifecycle including fuel production, transmission and distribution, energy conversion, and the impact on energy equipment manufacturers and the end-users of energy systems. Issues of energy efficiency and rebound effect must also be taken into proper account. In the short term, the aim should be to achieve higher energy efficiencies and increased supply from local energy sources, in particular renewable energy sources.

The strengths and weaknesses of various identification and mitigation techniques are discussed, in particular sensitivity analysis. The chapters demonstrate that for archaeological modeling purposes, there is no quick fix for uncertainty; indeed, each archaeological model requires intensive consideration of uncertainty and specific applications for calibration and validation. New approaches have been examined for monitoring of hazardous landslide processes, including early warning systems, and near-real-time 3D data processing and visualization. The scientific problems of environmental systems design have been discussed and approaches for their implementation have been suggested. New integrated remote sensing techniques consisting mainly of hyperspectral and radar imagery are presented together with the processing of monitoring data using GIS techniques and, in particular, dynamic visualization. Attention is also given to conceptual issues of environmental and energy security and the role of education, to help resolve environmental problems through cooperation in the development of the European energy supply infrastructure.
