Book excerpt: At the Hanford Site, chromate was used throughout the 100 Areas (100-B, 100-C, 100-D/DR, 100-F, 100-H, and 100 K) as a corrosion inhibitor in reactor cooling water. Chromate was delivered in rail cars, tanker trucks, barrels, and local pipelines as dichromate granular solid or stock solution. In many occasions, chromate was inevitably discharged to surface or near-surface ground through spills during handling, pipeline leaks, or during disposal to cribs. The composition of the liquids that were discharged is not known and it is quite possible that Cr(VI) fate and transport in the contaminated sediments would be a function of the chemical composition of the waste fluids. The major objectives of this investigation which was limited in scope by the financial resources available, were to 1) determine the leaching characteristics of hexavalent chromium [Cr(VI)] from contaminated sediments collected from 100-D Area spill sites; 2) elucidate possible Cr(VI) mineral and/or chemical associations that may be responsible for Cr(VI) retention in the Hanford Site 100 Areas through the use of macroscopic leaching studies, and microscale characterization of contaminated sediments; and 3) provide information to construct a conceptual model of Cr(VI) geochemistry in the Hanford 100 Area vadose zone that can be used for developing options for environmental remediation. The information gathered from this research effort will help to further improve our understanding of Cr(VI) behavior in the vadose zone and will also help in accelerating the 100 Area Columbia River Corridor cleanup by providing valuable information to develop remedial action based on a fundamental understanding of Cr(VI) vadose zone geochemistry. A series of column experiments were conducted with contaminated sediments to study Cr(VI) desorption patterns. Column experiments used the field size fraction of the sediment samples and a simulated Hanford Site groundwater solution. Periodic stop flow events were applied to evaluate the change in elemental concentration during time periods of no flow and greater fluid residence time. Sediments were characterized for the spatial and mineralogical associations of the contamination using some microscale techniques such as X-ray diffraction, scanning electron microscopy, energy dispersive spectroscopy, X-ray photoelectron spectroscopy, and Mössbauer spectroscopy.

The work described within is intended to advance the technological and scientific needs associated with the long-term management of the enormous in-ground inventories of 235/238U, 99Tc, 60Co, and Cr(VI) present at the Hanford site. We believe that scientifically defensible predictions of contaminant transport and strategies for remediation must be based upon a field-relevant understanding of coupled hydrological and geochemical processes that control subsurface contaminant fate and transport. This research project investigates the migration of 235/238U, 90Sr, 60Co, and Cr(VI) in undisturbed sediments from the Hanford site using realistic experimental protocols designed to delineate complex hydrological and geochemical processes controlling contaminant movement.

Book excerpt: The determination of soil background is one of the most important activities supporting environmental restoration and waste management on the Hanford Site. Background compositions serve as the basis for identifying soil contamination, and also as a baseline in risk assessment processes used to determine soil cleanup and treatment levels. These uses of soil background require an understanding of the extent to which analytes of concern occur naturally in the soils. This report documents the results of sampling and analysis activities designed to characterize the composition of soil background at the Hanford Site, and to evaluate the feasibility for use as Sitewide background. The compositions of naturally occurring soils in the vadose Zone have been-determined for-nonradioactive inorganic and organic analytes and related physical properties. These results confirm that a Sitewide approach to the characterization of soil background is technically sound and is a viable alternative to the determination and use of numerous local or area backgrounds that yield inconsistent definitions of contamination. Sitewide soil background consists of several types of data and is appropriate for use in identifying contamination in all soils in the vadose zone on the Hanford Site. The natural concentrations of nearly every inorganic analyte extend to levels that exceed calculated health-based cleanup limits. The levels of most inorganic analytes, however, are well below these health-based limits. The highest measured background concentrations occur in three volumetrically minor soil types, the most important of which are topsoils adjacent to the Columbia River that are rich in organic carbon. No organic analyte levels above detection were found in any of the soil samples.

The U.S. Department of Energy has indicated this work will be reassigned in fiscal year (FY) 2002 to Fluor Hanford's Prime Contract for Hanford Site Management and Integration. Three pieces of work are included: environmental restoration of (a) contaminated soil and (b) groundwater in the Central Plateau and part of the 600 Area, and (c) the Groundwater/Vadose Zone Integration Project. The premises for arriving at the current status of work were examined. The analysis then focused on identifying the fundamental bases for assigning priorities to this work. The Hanford Site Past Practice Strategy, issued in 1992, explicitly states that priorities for Hanford cleanup should emphasize an observational approach that relies on information obtained from actual remediation work. Furthermore, Fluor Hanford's contractual mandate is to apply Fluor commercial practices to ensure consistency of process, quality, and execution of work performed. Those practices require initial detailed identification of project work scope in terms of functions, requirements, and completion specifications. It additionally requires project execution in well defined life-cycle phases. Priorities were evaluated for three domains of interest: (a) The three work areas noted above compared to all other Hanford projects; (b) relative to one another; and (c) major tasks comprising each of the three work areas. Based on the analysis of all currently identified requirements, assignment of the relative priorities of the work transferring to Fluor Hanford seems clear. Changes from the status quo are recommended. First priority should be given to contaminated vadose zone soil site characterization and remediation work. Requirements are additionally clear for continued groundwater monitoring and data analysis, and for continued groundwater interim remedial measures. Lowest priority should be accorded to the groundwater/vadose zone integration project because its products are not well defined in terms of requirements-derived specifications, and are not demonstrably needed far in advance of the issuance of a Hanford site-wide cleanup Record of Decision. No near-term requirements exist for the groundwater/vadose zone integration project's highest-priority product, the so-called system assessment capability. Consequently, that work can be deferred until such time as a comprehensive risk analysis in support of the final record of decision is actually needed.

Book excerpt: Across the United States, thousands of hazardous waste sites are contaminated with chemicals that prevent the underlying groundwater from meeting drinking water standards. These include Superfund sites and other facilities that handle and dispose of hazardous waste, active and inactive dry cleaners, and leaking underground storage tanks; many are at federal facilities such as military installations. While many sites have been closed over the past 30 years through cleanup programs run by the U.S. Department of Defense, the U.S. EPA, and other state and federal agencies, the remaining caseload is much more difficult to address because the nature of the contamination and subsurface conditions make it difficult to achieve drinking water standards in the affected groundwater. Alternatives for Managing the Nation's Complex Contaminated Groundwater Sites estimates that at least 126,000 sites across the U.S. still have contaminated groundwater, and their closure is expected to cost at least $110 billion to $127 billion. About 10 percent of these sites are considered "complex," meaning restoration is unlikely to be achieved in the next 50 to 100 years due to technological limitations. At sites where contaminant concentrations have plateaued at levels above cleanup goals despite active efforts, the report recommends evaluating whether the sites should transition to long-term management, where risks would be monitored and harmful exposures prevented, but at reduced costs.

In particular, more data on the behavior of inorganic contaminants and on engineered nanomaterials were included, the latter comprising a group of “emerging contaminants” that may reach the soil and subsurface zones. New chapters are devoted to a new perspective of contaminant geochemistry, namely irreversible changes in pristine land and subsurface systems following chemical contamination. Two chapters were added on this topic, focusing attention on the impact of chemical contaminants on the matrix and properties of both liquid and solid phases of soil and subsurface domains. Contaminant impacts on irreversible changes occurring in groundwater are discussed and their irreversible changes on the porous medium solid phase are surveyed. In contrast to the geological time scale controlling natural changes of porous media liquid and solid phases, the time scale associated with chemical pollutant induced changes is far shorter and extends over a “human lifetime scale”.
