However, over the years, the country's involvement in the affairs of the Indian Ocean has retracted due to domestic and regional circumstances. Its consciousness of its ocean identity declined when it took an inward orientation which gave greater visibility to its South Asian identity, and its own imagination began to pivot towards the Indian hinterland. However, with the rising importance of the Indian Ocean in geopolitics, and with the end of the civil war, Sri Lanka's consciousness of its ocean identity has grown. Successive governments have formulated policies that would have paved its way to become the hub of the Indian Ocean, making the ocean the center of its economic development, maritime security, and defense relations. The following questions guided the study: how do political actors manipulate elections, and what are the salient features of electoral politics in Sri Lanka? Primary and secondary data formed the basis of the analysis, examining eight presidential elections. The research findings indicated that Sri Lankan governments, political parties and political leaders have taken advantage of six types of electoral manipulation, including constitutional tinkering, field fixing, time fixing, vote suppression, process manipulation and resource manipulation. Through a close examination of eight presidential elections, research carried out for the volume found that elections are often associated with violence; presidential elections are mainly a majoritarian affair in which minority communities play only a marginal role; there is a significant gender imbalance, as women’s participation in the electoral process is very limited; despite the presence of a large number of candidates contesting the election, it always remains a two-way race; and amid extensive manipulation and other problems, voter participation tends to be high. This volume will be a valuable resource for students, academics and researchers who focus on democracy, good governance, electoral studies and South Asian politics and history, and will enhance the conceptual foundation of democracy advocates and activists.

Book excerpt: In recent years, the descriptive term ‘Indo-Pacific’ has entered the geo-strategic lexicon as a substitute for the more established expression ‘Asia-Pacific’. Defined as an integrated strategic system that best captures the shift in power and influence from the West to the East, the concept has dominated strategic debates and discussions, gaining rapidly in currency and acceptance. Popular though the term has become, its strategic context and underlying logic are still sharply contested. While proponents of the ‘Indo-Pacific’ advance compelling arguments in its favour, the debate over whether it is a valid construct, is not quite settled. Consequently, it is yet to gain full acceptance among regional analysts and policy makers who appear unsure about embracing the idea without any qualifying caveats. Even so, the Indo-Pacific has emerged as a significant strategic space and a theatre of great-power competition. From a maritime security perspective, its importance as a geo-economic hub is accentuated by the growing presence of non-traditional threats. Piracy, terrorism, gun running, illegal fishing, trafficking, global warming and natural disasters represent challenges to maritime security that are inherently transnational in nature – where dynamics in one part of the system influence events in another, necessitating coordinated security operations by maritime forces and strategic relationships between stakeholder states. Papers put together in this book seek to appraise the Indo-Pacific, by examining the concept holistically, deciphering the trends that impact maritime security in the region and identifying its emerging patterns. Apart from examining the inherent logic underpinning the concept, these provide perspectives on security in the Indo-Pacific region, evaluate the strategic implications of competition, conflict and instability in the region, and bring out the operational implications of using a frame of reference that combines two contiguous albeit disparate maritime theatres.
