Book excerpt: The economic and social prospects are daunting for the 89 million out-of-school youth who comprise nearly half of all youth in Sub-Saharan Africa. Within the next decade, when this cohort becomes the core of the labor market, an estimated 40 million more youth will drop out, and will face an uncertain future with limited work and life skills. Furthermore, out-of-school youth often are 'policy orphans,' positioned between sectors with little data, low implementation capacity, lack of interest in long-term sustainability of programs, insufficient funds, and little coordination across the different government agencies. This report provides a diagnostic analysis of the state of out-of-school youth in Sub-Saharan Africa, focusing on the 12- to 24-year-old cohort. This report also examines the decision path youth take as they progress through the education system and the factors that explain youth's school and work choices. It finds that individual and household characteristics, social norms, and characteristics of the school system all matter in understanding why youth drop out and remain out of school. In particular, six key factors characterize out-of-school youth: (i) most out-of-school youth drop out before secondary school; (ii) early marriage for female youth and (iii) rural residence increase the likelihood of being out of school; (iv) parental education level and (v) the number of working adults are important household factors; and (vi) lack of school access and low educational quality are binding supply-side constraints. Policy discussions on out-of-school youth are framed by these six key factors along with three entry points for intervention: retention, remediation, and integration. This report also reviews policies and programs in place for out-of-school youth across the continent. Ultimately, this report aims to inform public discussion, policy formulation, and development practitioners' actions working with youth in Sub-Saharan Africa.

It includes the project's in-house research, as well as twenty-five contributed articles that were developed from presentations to a conference that was held in Addis Ababa on 20-23 July 2009. At this meeting, academics (including faculty members of the three Darfur universities) and officials of agencies with responsibility for conducting humanitarian efforts and environmental management in Darfur looked at concrete avenues for addressing the crisis. Particular attention is paid to environmental and livelihood aspects of the crisis in Darfur. Conclusions are drawn regarding peace-building in areas facing resource constraints. The book includes research conducted in-house at UPEACE Africa in Addis Ababa under a project funded by the Preventive Diplomacy Programme of the Belgian Ministry of Foreign Affairs. Also included are twenty-five contributed papers that are based on presentations made at a conference which was organized by the project in Addis Ababa in July 2009.

In many African societies children are generally held as passive bearers of the demands of adults, regardless of the fact that they are often exposed to a multitude of challenges that originate from the capriciousness of those adults. However, buoyed by international conventions and national legislations that offer them greater protection, and the ubiquitous internet that exposes them to childhood and youth experiences elsewhere, many of them are increasingly becoming assertive in homes, schools, and communities as well as re-invigorating their survival and self-preservation instincts. It is in this regard that this book, through the various chapters, engages with their competencies, skills and creativity to respond to experiential challenges as independent migrants or ones under coercion working in city streets and markets or cocoa farms or juggling work and schooling in pursuit of some education. Confronted with their parents and siblings health predicaments and the inadequacies of state and familial care, or urgent negotiation of their sexualities, they demonstrate incredible resilience. Similarly, their perceptiveness is demonstrated in a unique appreciation of politics and its actors and a capacity to assume responsibilities beyond their chronological age. Thus while highlighting some of the challenges confronting African children, the book provides gripping evidence of how they resiliently negotiate those challenges.
