The inquiry explored the implications for segregation of the incident with recommendations for improving the procedures for avoiding such incidents in the future.

Book excerpt: In the European Union nations, and other countries including Japan, Australia and Malaysia, it is a legal requirement that food products containing genetically modified organism (GMO) materials are labelled as such in order that customers may make informed purchasing decisions. For manufacturers and consumers to be confident about these assertions, systems must be in place along the entire food chain which support the co-existence of GM and non GM materials whilst maintaining a strict segregation between the two. This book is an output of a European Union-funded project entitled "Co-Extra: GM and non-GM food and feed supply chains: their Co-Existence and Traceability". The objective of this four year project is to provide practical tools and methods for implementing co-existence that will: enable the co-existence of genetically modified (GM) and non-GM crops enable the segregation and tracing of genetically modified organism (GMO) materials and derived products along the food and feed chains anticipate the future expansion of the use of GMOs The project is designed to foster a robustly science-based debate amongst all of the stakeholders involved in the food and feed chains, and the tools will be assessed not only from a technical point of view but with regard to the economic and legal aspects. It also surveys the GMO-related legal regimes and practices that exist in and beyond the EU. This book examines the practical tools and methods available to implement the co-existence and traceability of GM and non-GM food materials along the entire food and feed chains, as demanded by consumers and by legislation in force in the EU and elsewhere. GM and Non-GM Supply Foods is a source of valuable information for food manufacturers, food research institutions and regulatory bodies internationally.

Book excerpt: The Committee's report provided an analysis of the issues raised by the Advanta rapeseed incident and identified the key lessons that needed to be learnt and their recommendations for the short term as they intend to look further into this matter. The Government reply notes that this was the first time an unauthorised GM impurity had been found in conventional seed in the UK and that comparisons with the Swedish experience (of a similar incident) was inappropriate because the problem in Sweden occured one month after the UK and early uncertainities had been resolved. The Government agreed with the Committee on the need for arrangements to test conventional seed for GM content. Separation/segregation distances are being considered and an announcement will be made. Seed purity rules, the Government agreed that rules are urgently needed to deal with the possible presence of GM impurities in conventional seed. The Government also agrees that the Environment Biotechnology Commission should have an important role to play on GM issues.

Book excerpt: The Committee believes that it is vital that confusion over GMOs is replaced by rational debate and education so that the market can serve those who actively choose to grow or consumer genetically modified foods, as well as those who choose not to. 'Identity preservation' (IP) is preferred to the term 'segregation'. Segregation means 'keeping crops apart', while IP applies where there is a positive desire to preserve the identity of source of a crop or product and implies traceability, which segregation does not. There is also a distinction to be made between 'non-GM' and 'GM-free': there is not yet a satisfactory definition of GM-free, but once it has been agreed, the Committee expects it to be enforced. The Committee believes that the consumer must be able to choose GM or non-GM foods, by means of labelling backed up by full traceability. The Committee recommends that the separation distances in the Supply Chain Initiative on Modified Agricultural Crops (SCIMAC) guidelines be reviewed if there is clear evidence of cross-pollination taking place. In general, the Committee believes that further research and co-operation between the interested parties should continue; that notification of field trials should be compulsory and that the drawing up of a Code of Practice would help in the building of consumer faith in the transparency and effective of all controls.
