Book excerpt: This examination of the economic policies of Somalia since 1970 is empirical in nature, employing political and economic analysis, economic theory, and econometric techniques, and argues that the governmental economic policy, policy responses to crises, and exogenous shocks have been bad for the long-term economic growth of the country. Despite significant foreign financed public investment, economic growth has been weak and real per capita income has declined. The intensifying economic crises contributed to the rapid deterioration of the political situation that led to the collapse of the Somali state in 1991. Since 1991, chaos and more destruction has followed as warlords scrambled for power, resulting in the resource base of the economy being eroded further and the country being reduced to warring clans.

Weak institutional capacity and governance concerns have limited economic development and donor support in Chad. It is highlighted that the reduction in the nonoil primary deficit envisaged in the 2013 budget appears appropriate, but expenditures linked to the regional security situation and lower than anticipated oil revenues imply large financing needs. There are significant economic and political risks to program implementation,; the regional security situation remains volatile, and the economy is highly dependent on volatile oil revenue.

Clan elders, religious leaders and businessmen have worked together to provide stability and security in large parts of Somalia. Urban centres continue to suffer violence, political chaos and economic disruption. Do money, international trade and investment survive without a state? Somalia has been without a state, a Ministry of Finance, or a central bank, but the Somali Shilling was more stable during the second half of the 1990s than during the 1980s. Economic agreements with transnational firms and sovereign states go ahead. Do town-dwellers fare as well as pastoralists? With the collapse of the state, herders and traders have benefited from reduced restrictions on movement and there is a booming unofficial export and import trade. Settled populations have fared less well. Do pastoralists care about development and social improvement? Throughout the Horn western-funded development projects have had disastrous results. But some changes provoke more attention than others, in part due to the vast uncertainty involved in making predictions about the future. The 2019 World Development Report will study how the nature of work is changing as a result of advances in technology today. Technological progress disrupts existing systems. A new social contract is needed to smooth the transition and guard against rising inequality. Significant investments in human capital throughout a person’s lifecycle are vital to this effort. If workers are to stay competitive against machines they need to train or retool existing skills. A social protection system that includes a minimum basic level of protection for workers and citizens can complement new forms of employment. Improved private sector policies to encourage startup activity and competition can help countries compete in the digital age. Governments also need to ensure that firms pay their fair share of taxes, in part to fund this new social contract. The 2019 World Development Report presents an analysis of these issues based upon the available evidence.

The second volume provides detailed case studies of thirteen conflicts (including Rwanda, Burundi, the Congo, Afghanistan, and the Caucasus) that originated in the weakness of the state or where economic factors predominate. In contrast, corporations routinely report on both their income and assets to assess their economic health and prospects for the future. Wealth accounts allow countries to take stock of their assets to monitor the sustainability of development, an urgent concern today for all countries. The Changing Wealth of Nations 2018: Building a Sustainable Future covers national wealth for 141 countries over 20 years (1995†“2014) as the sum of produced capital, 19 types of natural capital, net foreign assets, and human capital overall as well as by gender and type of employment. Great progress has been made in estimating wealth since the fi rst volume, Where Is the Wealth of Nations? Measuring Capital for the 21st Century, was published in 2006. New data substantially improve estimates of natural capital, and, for the fi rst time, human capital is measured by using household surveys to estimate lifetime earnings. The Changing Wealth of Nations 2018 begins with a review of global and regional trends in wealth over the past two decades and provides examples of how wealth accounts can be used for the analysis of development patterns. Several chapters discuss the new work on human capital and its application in development policy. The book then tackles elements of natural capital that are not yet fully incorporated in the wealth accounts: air pollution, marine fi sheries, and ecosystems. This book targets policy makers but will engage anyone committed to building a sustainable future for the planet.

Green explains how and why ethnicity changes across time, showing that, by altering the basis of economic production from land to labour and removing people from the 'idiocy of rural life', industrialization makes societies more ethnically homogenous. More specifically, the author argues that industrialization lowers the relative value of rural land, leading people to identify less with narrow rural identities in favour of broader identities that can aid them in navigating the formal urban economy.
