Book excerpt: The model developed in this study has two cost estimating relationships (CERs) for estimating depot maintenance costs in its two categories: depot maintenance cost per Promary Authorized Aircraft (PAA); and, depot maintenance cost per flying hour. The data source used for depot maintenance costs is the Weapon Systems Cost Retrieval System (WSCRS) as developed by HQ AFLC. The CERs developed used empty weight of fighter and attack aircraft to predict the cost of depot maintenance per PAA. For depot maintenance cost per flying hour, the variables used were combat radius, thrust-to-weight ratio, and empty weight. The study found that the F-111 was a significant outlier with respect to the data set, but even when included in the data base the F-111 enhanced the values of the statistics for the model and improved the ability of the model to predict. The relationship found for depot maintenance cost per PAA in the CER developed, was not as strong a predictor as was the CER developed for depot maintenance cost per flying hour. This conclusion agrees with previous studies that have tried to determine significant relationships between depot maintenance costs and those costs attributed to the number of PAA. (Theses).

Book excerpt: To understand the availability of data to identify operating and support (O & S) costs, this Note develops aggregative cost estimating relationships to explain O & S costs. A database called VAMOSC is used in conjunction with other information on aircraft characteristics to relate O & S costs per aircraft to flying hours per aircraft, flyaway cost, number of aircraft, and design age. At the total O & S cost level, flyaway cost is an acceptable proxy for aircraft type and the mission design series year of initial operational capability. These cost estimating relationships give impressive explanatory results; whether they have equal predictive power remains to be seen. They may be helpful for assessing Air Force trade-offs between modernization and operating tempo and eventually for understanding the cost of achieving alternative readiness levels.

Book excerpt: Budget estimating relationships (BERs) for flying depot-level reparables (DLRs) explain the direct effect of specified variables on obligated funds associated with spare parts that directly support the U.S. Air Force (USAF) Flying Hour Program. In FY02, net sales of DLRs to Air Force commands hit historic highs. To provide the Air Force Cost Analysis Improvement Group with a tool to better understand the commands-- budgetary submissions, we develop several explanatory BERs to understand why flying DLRs are at their particular levels. Using longitudinal regression statistical methods, we explain the historical net sales of flying DLRs using estimating models that relate net sales to the contemporaneous values of aircraft characteristics, operational tempo, and time-related variables. This is but one part of a larger project to develop better estimating methods for use by the acquisition community and to examine the impact of Air Force and DoD policies on weapon system costs. The findings will also be of interest to those in the national security community who are involved in analyzing alternative military postures, and to members of the aircraft industry's analytical community.

Book excerpt: Part of a larger RAND Project Air Force study on capability-based programming, this report introduces a revealed preference methodology to estimate the value to the United States Air Force of expediting F-15 fighter jet programmed depot maintenance (PDM). Such a valuation estimate would be useful in depot-level cost-benefit analysis. The authors rely on the fact that the Air Force has chosen to pay for intermittent PDM on F-15s to assert that F-15s must have enough value after PDM visits to justify PDM costs. Air Force expenditure data suggest that a typical fiscal year 2005 PDM visit cost about $3.2 million. Using the aircraft valuation curves consistent with PDM being worthwhile, the authors find that expediting an F-15's last PDM visit by a month must be worth at least $60,000. However, using a plausible annual aircraft valuation decline rate, they find that expediting an old F-15's last PDM visit by a month would be worth around $75,000, while expediting a new F-15's first PDM visit by a month would be worth more than $180,000. This report also explores various robustness enhancements. Consideration of aging aircraft issues, for instance, tends to increase the estimated value of expedited PDM.

Since the fighter aircraft is one of the most important tactical weapon systems, it is very useful to establish CERs solely for fighter aircraft. Using the public data on U.S. fighter aircraft, Ordinary Least Squares (OLS) is used as the primary statistical method of establishing CERs. The data collection techniques and adjustments used are discussed, and simple and multiple linear regressions are performed on various combinations of the explanatory variable. This thesis then shows that CERs based on new fighter aircraft data are more reliable than those based on new and old fighter aircraft data. Keywords: Equations; Statistical regression analysis.

Book excerpt: Cost estimation is a wide open area within the Department of Defense and accurate cost estimating models are a valuable tool in the life cycle costing of a weapon system. This research effort utilized multiple linear regression analysis to develop parametric cost models or cost estimating relationships (CERs) for jet engine depot overhaul costs. Both engine operating parameters, e.g., turbine inlet temperature, RPM, etc., and engine physical characteristics, e.g., length, weight etc., were considered as probable cost drivers. Extensive analysis was performed to determine the reliability of the data base. The major finding of this study was that models can be developed with acceptable explanatory power, with respect to variation in the data base, using data of questionable reliability. Thus, a model developed should not be accepted on the basis of explanatory power alone but should be tested further to determine its utility as a cost estimator. (Author).
