As such, he was Germany's official military observer in the capital of the nation whose potential as an ally of those powers arrayed against Adolf Hitler in the 1930s might have given the dictator pause in any predatory plans he harbored against his neighbors. Though von Boetticher produced a rich and detailed commentary on military and political affairs in Washington in the eight years prior to the outbreak of war between Germany and the United States in 1941, he was nonetheless accused after the war of misjudging America's productive potential and misleading Hitler with overly optimistic reports. As Alfred M. Beck points out, what he actually told German authorities in Berlin is strikingly different from what his detractors later claimed. Von Boetticher "permits a glimpse into the sociology of a conservative officer caste at once assailed by the politics of a regime and the impossibilities imposed on it, its weaknesses in resisting its evils, and its eventual failure to present an alternative to National Socialism's illusory attractions." A loyal German, von Boetticher had strong ties to America. His mother was American-born, he spoke English fluently, and he was enamored of American military history. He was also anti-Semitic and believed that "Jewish wire-pullers" had undue influence over the U.S. government and its policies. His professional ties to U.S. Army officers in the War Department were so strong--supplying them, for example, with details on German air strength and operations during the Battle of Britain in 1940--that they survived until August 1941 and long after the German ambassador himself had been recalled. Torn between his duty to Germany (though the Nazi regime had attempted to harm his son) and his deep affection for America, von Boetticher stood among the broad middle range of German officials who were neither perpetrator nor victim.

Book excerpt: Jack Snyder's analysis of the attitudes of military planners in the years prior to the Great War offers new insight into the tragic miscalculations of that era and into their possible parallels in present-day war planning. By 1914, the European military powers had adopted offensive military strategies even though there was considerable evidence to support the notion that much greater advantage lay with defensive strategies. The author argues that organizational biases inherent in military strategists' attitudes make war more likely by encouraging offensive postures even when the motive is self-defense. Drawing on new historical evidence of the specific circumstances surrounding French, German, and Russian strategic policy, Snyder demonstrates that it is not only rational analysis that determines strategic doctrine, but also the attitudes of military planners. Snyder argues that the use of rational calculation often falls victim to the pursuit of organizational interests such as autonomy, prestige, growth, and wealth. Furthermore, efforts to justify the preferred policy bring biases into strategists' decisions—biases reflecting the influences of parochial interests and preconceptions, and those resulting from attempts to simplify unduly their analytical tasks.The frightening lesson here is that doctrines can be destabilizing even when weapons are not, because doctrine may be more responsive to the organizational needs of the military than to the implications of the prevailing weapons technology. By examining the historical failure of offensive doctrine, Jack Snyder makes a valuable contribution to the literature on the causes of war.

Book excerpt: In the historiographic debate over Germany's responsibility for the outbreak of the two world wars, little attention has been paid to German politico- military activity in the Weimar Republic. Although Weimar diplomats and military leaders emphasized the interconnection and developed ideas and procedures for joint planning, historians have usually treated the foreign and military affairs of the republic separately. Gaines Post, Jr., however, examines the relationship between foreign policy and military planning, and charts its directions and changes to develop a model of German civil-military relations which sheds light on the general problem of modern civil-military relations. He shows that diplomats and military leaders shared assumptions about the role of force in foreign policy and the subordination of the military arm to the political leadership, and that they collaborated in assessing Germany's strategic situation, in rearmament, and in operational exercises. In the 1920's, interdepartmental cooperation between the foreign office and the Defense Ministry became the foundation of a stable system of civil-military relations. The system broke down during the crisis period of 1930-1933 because of mounting institutional pressures. The author demonstrates how, in both periods, civilian and military leaders viewed military force not simply as an instrument of national self-defense, but as an acceptable means of attaining national goals, above all the revision of the German-Polish borders. The investigation focuses on the traditional staff functions of intelligence, operations, logistics and command, control and communications. To obtain a comparison, two epic battles on the Western Front were used, the Battle of the Marne in 1914 and the first spring offensive, Michael, in 1918. This study revealed that the German General Staff did an excellent job in staff thought, planning and execution. However, in the area of command, control and communications they were not as capable. The defeat at the Marne and the eventual failure of Michael were the result of command, control and communications problems which prevented the German General Staff from placing needed forces at a decisive point and time to obtain a strategic victory. These command, control and communications problems provide a constant underlying theme for the defeat of German forces in the First World War. The United States Army faces many of the same command, control, and communications problems faced by the German General Staff almost seventy years ago. This study highlights the German errors so that United States Army will not make the same mistakes.

Book excerpt: By the beginning of the twentieth century, the United States had already become an international power and a recognized force at sea, but its army remained little more than a frontier constabulary. In fact, when America finally entered World War I, the U.S. Army was still only a tenth the size of the smallest of the major European forces. While most previous work on America's participation in the Great War has focused on alliance with Great Britain, Robert Bruce argues that the impact of the Franco-American relationship was of far greater significance. He makes a convincing case that the French, rather than the British, were the main military partner of the United States in its brief but decisive participation in the war-and that France deserves much credit for America's emergence as a world military power. In this important new look at the First World War, Bruce reveals how two countries established a close and respectful relationship-marking the first time since the American Revolution that the United States had waged war as a member of a military coalition. While General Pershing's American Expeditionary Forces did much to buoy French morale and military operations, France reciprocated by training over 80 percent of all American army divisions sent to Europe, providing most of their artillery and tanks, and even commanding them in combat. As Bruce discloses, virtually every military engagement in which the AEF participated was a Franco-American operation. He provides significant new material on all major battles—not only the decisive Second Battle of the Marne, but also St. Mihiel, Cantigny, Reims, Soissons, and other engagements—detailing the key contributions of this coalition to the final defeat of Imperial Germany. Throughout the book, he also demonstrates that there was a mutual bond of affection not only between French and American soldiers but between the French and American people as well, with roots planted deep in the democratic ideal. By revealing the overlooked importance of this crucial alliance, A Fraternity of Arms provides new insights not only into World War I but into coalition war-making as well. Contrary to the popular belief that relations between France and the United States have been tenuous or tendentious at best, Bruce reminds us that less than a century ago French and American soldiers fought side by side in a common cause—not just as allies and brothers-in-arms, but as true friends.
