Book excerpt: This is a systematic account of why Ireland remained democratic after independence. Bill Kissane analyzes the Irish case from a comparative international perspective and by discussing it in terms of the classic works of democratic theory. Each chapter tests the explanatory power of a particular approach, and the result is a mixture of political history, sociology, and political science. Taking issue with many conventional assumptions, Kissane questions whether Irish democracy after 1921 was really a surprise, by relating the outcome to the level of socio-economic development, the process of land reform, and the emergence of a strong civil society under the Union. On the other hand, things did not go according to plan in 1922, and two chapters are devoted to the origins and nature of the civil war. The remaining chapters are concerned with analyzing how democracy was rebuilt after the civil war; Kissane questions whether that achievement was entirely the work of the pro-Treatyites.Indeed, by focusing on the continued divisiveness of the Treaty issue, the nature of constitutional republicanism, and the significance of the 1937 constitution, Kissane argues that Irish democracy was not really consolidated until the late 1930s, and that that achievement was largely the work of de Valera.

Not only did they not melt, they formed one of the most extensive and persistent ethnic subcultures in American history. Dennis Clark now offers an insightful analysis of the social means this group has used to perpetuate its distinctiveness amid the complexity of American urban life. Basing his study on family stories, oral interviews, organizational records, census data, radio scripts, and the recollections of revolutionaries and intellectuals, Clark offers an absorbing panorama that shows how identity, organization, communication, and leadership have combined to create the Irish-American tradition. In his pages we see gifted storytellers, tough dockworkers, scribbling editors, and colorful actresses playing their roles in the Irish-American saga. As Clark shows, the Irish have defended and extended their self-image by cultivating their ethnic identity through transmission of family memories and by correcting community portrayals of themselves in the press and theatre. They have strengthened their ethnic ties by mutual association in the labor force and professions and in response to social problems. And they have created a network of communications ranging from 150 years of Irish newspapers to America's longest-running ethnic radio show and a circuit of university teaching about Irish literature and history. From this framework of subcultural activity has arisen a fascinating gallery of leadership that has expressed and symbolized the vitality of the Irish-American experience. Although Clark draws his primary material from Philadelphia, he relates it to other cities to show that even though Irish communities have differed they have shared common fundamentals of social development. In Ireland, he chronicles the history of the Irish and offers up a national portrait on the eve of the Great Famine. Published to acclaim in France, Ireland remained in print there until 1914. The English edition, translated by William Cooke Taylor and published in 1839, was not reprinted. In a devastating critique of British policy in Ireland, Beaumont questioned why a government with such enlightened institutions tolerated such oppression. He was scathing in his depiction of the ruinous state of Ireland, noting the desperation of the Catholics, the misery of repeated famines, the unfair landlord system, and the faults of the aristocracy. It was not surprising the Irish were seen as loafers, drunks, and brutes when they had been reduced to living like beasts. Yet Beaumont held out hope that British liberal reforms could heal Ireland's wounds. This rediscovered masterpiece, in a single volume for the first time, reproduces the nineteenth-century Taylor translation and includes an introduction on Beaumont and his world. This volume also presents Beaumont's impassioned preface to the 1863 French edition in which he portrays the appalling effects of the Great Famine. Focusing on the parish of St. Sabina's in the southwest Chicago neighborhood of Auburn-Gresham, Eileen McMahon takes a penetrating look at the response of Catholic ethnics to life in twentieth-century America. She reveals the role the parish church played in achieving a cohesive and vital ethnic neighborhood and shows how ethno-religious distinctions gave way to racial differences as a central point of identity and conflict. For most of this century the parish served as an important mechanism for helping Irish Catholics cope with a dominant Protestant-American culture. Anti-Catholicism in the society at large contributed to dependency on parishes and to a desire for separateness from the American mainstream. As much as Catholics may have wanted to insulate themselves in their parish communities, however, Chicago demographics and the fluid nature of the larger society made this ultimately impossible. Despite efforts at integration attempted by St. Sabina's liberal clergy, white parishioners viewed black migration into their neighborhood as a threat to their way of life and resisted it even as they relocated to the suburbs. The transition from white to black neighborhoods and parishes is a major theme of twentieth-century urban history. The experience of St. Sabina's, which changed from a predominantly Irish parish to a vibrant African-American Catholic community, provides insights into this social trend and suggests how the interplay between faith and ethnicity contributes to a resistance to change.
