Book excerpt: Excerpt from Consolidated Index of Publications of the Division of Mines and Predecessor State Mining Bureau, 1880-1943 Inclusive Previously there had been two short-lived geological surveys in this state: the first under John B. Trask as State Geologist, 1853-1856; the second under James D. Whitney, 1860-1873. The fundamental idea underlying the creation of the State Mining Bureau was that it should be concerned primarily with an economic developmental survey of California's mineral resources and their utilization rather than solely as a geological survey. Provision was also made, however, in the organic act that geology should be included in the work of the bureau. By enactment at the 1927 legislative session, Article iij was added to the Political Code creating the Department of Natural Resources, and provided for the transfer of the State Mining Bureau to the new department as the Division of Mines and Mining.' This was amended in 1929, changing the name to Division of Mines and creating a 'state Mining Board to consist of five members whose duty is to determine general policies for the guidance of the Division of Mines. These provisions were included in the consolidation and revision of the statutes under the Public Resources Code (chap. 93, 'stats. The following have served as State Mineralogist: Henry G. The weak point in work oiz this character has been that the results of field investigations were so long in preparation that they had lost much of their usefulness by the time they finally appeared in print. As a progressive step in advancing the interests of the mineral industry, publication of the Annual Report of the State Mineralogist in the form of monthly chapters was begun in January, 1922, and continued until March, 1923. Owing to a lack of funds for printing, quarterly publication was begun in September, 1923. For the same reason, beginning with the January, 1924, issue, it has been necessary to charge a subscription price of $1 per calendar year, payable in advance; single copies, 25 cents apiece. 'mining in Cali fornia' will continue to be sent without charge to our exchange list, including schools and public libraries, as are also other publications of the State Mining Bureau. Pages are numbered consecutively throughout the year and an index to the complete reports is included annually in the closing number. Cooper, State Mineralogist: Gentlemen: I have the honor to submit to you my report on work done as prescribed under Chapter XCV, Statutes of California, 1899, in that portion of the section relative to the State Mining Bureau, which provides "that twenty thousand dollars shall be expended in making a practical and scientific examination of the Mother Lode and other mineral districts of California, including the oil-districts, and preparing a brief and accurate history of such districts and the development, product, resources, methods of working, and future possibilities of the mining and oil industries of California, such examinations to be made by competent experts experienced in California mining, and assistants; all of whom shall be appointed and their compensation fixed by the Governor." In accordance with the tenor of the enactment cited, the work was divided under three heads, namely: The Mother Lode Region, The Oil and Gas Yielding Formations, and Other Mineral Districts of California. The last-mentioned division of the work included a general reconnaissance of the State, in order that a record might be made showing the present status of the mining industry of California, which had not been reported on since 1896, except in our annual statistical bulletins. The Mother Lode region was investigated by Mr. W. H. Storms, who prepared a bulletin on the subject. The oil-districts were investigated by Mr. W. L. Watts, the writer of this report, who prepared a bulletin on "The Oil and Gas Yielding Formations of California." Although both the time and the means available were very limited, a general reconnaissance was made of every county in the State, and a report was prepared showing in as detailed a manner as time and circumstances would permit the condition of the mining and mineral industry. HE mining interests oi_ the State of California are so diversified, and the industry is extended over so wide an area, that it is difficult to describe the conditions which exist without using many pages of printed matter. For this reason it has been considered proper, in this pamphlet, to give merely a record of results, which will show in plain figures what is being accomplished by the miners of the State. This record shows that some forty-four mineral substances are being exploited, the annual valuation of which is now and increasing at the rate of about yearly, as capital is invested and more mines are opened. The older mines, too, having been well developed and equipped, are increasing their annual output, and thus also proving their permanency and value with depth. The climatic conditions are favorable to mining operations throughout the State, and means of transportation have been so improved as to greatly lessen costs of supplies, etc. There are abundant opportunities for the safe and profitable investment of capital in the various branches of the industry, as numerous claims which have been located have never been properly developed or equipped, their owners lacking the necessary means. Book excerpt: Excerpt from California Mining Statutes Annotated The Bureau of Mines since its establishment has been collecting and publishing the laws relating to mining. The purpose of such publication is to point out the laws and regulations best adapted to increase safety and efficiency in the mineral industry of the United States and to aid legislative bodies in framing uniform mining laws. In 1915 the bureau published, in two volumes, Bulletin 94, United States Mining Statutes Annotated. That bulletin includes every section of the United States Revised Statutes and every statute enacted by Congress relating. To mines and mining. Fol lowing each section and statute, abstracts of decisions of all courts and executive officers construing such sections or statutes were collected and arranged with appropriate title lines and headings in logical order. The bulletin thus shows the status of every Federal mining law by pointing out the defects and uncertainties that were eliminated by the courts and the aid of the courts in the practical application of the mining statutes. The bulletin was published in the hope that it would serve as a guide in the location of claims and in the determination of mining rights and assist the miner in adopting measures that would insure greater safety and efficiency in mining operations. The purpose of the bureau is to follow Bulletin 94 with others that will contain complete collections of the mining statutes of the sev eral States with appropriate and explanatory annotations consist ing of abstracts of the decisions of the State courts, construing and otherwise illuminating such State statutes. These State bulletins will be published successively, either as individual State bulletins or by groups of States, with a view to uniformity in size, and all in style and manner similar to Bulletin 94. The magnitude of the work and the time necessarily involved in collecting the statutes and abstracting the decisions prevent the work being issued as a single publication. The plan adopted will result in giving preference to some States, but as a major part of all of the preparation of the work has been performed, the successive volumes will follow without great delay.
