Together with its sequel Terrorism (and two companion readers) it was part of a wider study: to give a critical interpretation of guerrilla and terrorism theory and practice throughout history. It did not aim at providing a general theory of political violence, nor did it give instructions on how to conduct guerrilla warfare and terrorist operations. Its aim remains to bring about greater semantic and analytic clarity, and to do so at psychological as well as political levels.While the word guerrilla has been very popular, much less attention has been given to guerrilla warfare than to terrorism - even though the former has been politically more successful. The reasons for the lack of detailed attention are obvious: guerrilla operations take place far from big cities, in the countryside, in remote regions of a nation. In such areas there are no film cameras or recorders.In his probing new introduction, Laqueur points out that a review of strategies and the fate of guerrilla movements during the last two decades show certain common features. Both mainly concerned nationalists fighting for independence either against foreign occupants or against other ethnic groups within their own country. At the same time, urban population centers in both industrialized and developing nations attract ever-increasing numbers of people, outstripping rural growth rates worldwide. As a consequence of this population shift from the countryside to the cities, guerrilla conflict in urban areas, similar to the violent response to U.S. occupation in Iraq, will become more frequent. Urban Guerrilla Warfare traces the diverse origins of urban conflicts and identifies similarities and differences in the methods of counterinsurgent forces. In this wide-ranging and richly detailed comparative analysis, Anthony James Joes examines eight key examples of urban guerrilla conflict spanning half a century and four continents: Warsaw in 1944, Budapest in 1956, Algiers in 1957, Montevideo and São Paulo in the 1960s, Saigon in 1968, Northern Ireland from 1970 to 1998, and Grozny from 1994 to 1996. Joes demonstrates that urban insurgents violate certain fundamental principles of guerrilla warfare as set forth by renowned military strategists such as Carl von Clausewitz and Mao Tse-tung. Urban guerrillas operate in finite areas, leaving themselves vulnerable to encirclement and ultimate defeat. They also tend to abandon the goal of establishing a secure base or a cross-border sanctuary, making precarious combat even riskier. Typically, urban guerrillas do not solely target soldiers and police; they often attack civilians in an effort to frighten and disorient the local population and discredit the regime. Thus urban guerrilla warfare becomes difficult to distinguish from simple terrorism. Joes argues persuasively against committing U.S. troops in urban counterinsurgencies, but also offers cogent recommendations for the successful conduct of such operations where they must be undertaken.

It shows how between 1955 and 1959 these forces tried to defeat the Greek Cypriot paramilitary organisation, EOKA, which was fighting to bring about enosis, that is the union between Cyprus and Greece. By tracing the evolving pattern of EOKA violence and the responses of the police, the British army, the civil administration on the island, and the minority Turkish Cypriot community, David French explains why the British could contain the military threat posed by EOKA, but could not eliminate it. The result was that by the spring of 1959 a political stalemate had descended upon Cyprus, and none of the contending parties had achieved their full objectives. Greek Cypriots had to be content with independence rather than enosis. Turkish Cypriots, who had hoped to see the island partitioned on ethnic lines, were given only a share of power in the government of the new Republic, and the British, who had hoped to retain sovereignty over the whole of the island, were left in control of just two military enclaves.
