Book excerpt: General aviation accounts for three-quarters of U.S. air traffic, from small propeller planes to large jets, operating among nearly 19,000 airports. While most security operations are left to private airport operators, the Transportation Security Admin. (TSA), part of the Dept. of Homeland Security (DHS), provides guidance on threats and vulnerabilities. In 2004, TSA issued suggested security enhancements that airports could implement voluntarily. Unlike commercial airports, in most cases general aviation airports are not required to implement specific security measures. This report performed onsite assessments at selected airports with general aviation operations to determine what physical security measures they have to prevent unauthorized access. With advance notice, investigators overtly visited a nonrepresentative selection of 13 airports, based on TSA-determined risk factors. Three of the airports also serve commercial aviation and are therefore subject to TSA security regulations. Using TSA's voluntary recommendations and investigators' security expertise, the report determined whether certain security measures were in place and also requested documentation of incidents of unauthorized access. Results of GAO's assessments cannot be projected to all general aviation airports and are not meant to imply that the airports failed to implement required security measures. Table and figures. Our recent work on passenger screening found that little testing or other data exist that measures the performance of screeners in detecting threat objects. However, TSA is taking steps to collection data on the effectiveness of its security initiatives, including developing a 5-year performance plan detailing numerous performance measures, as well a implementing several efforts to collect performance data on the effectiveness of passenger screening-such as fielding the Threat Image Projection System and increasing screener testing.

However, policy makers have received mixed signals about the relative security risk posed by GA, due to its diversity and a general lack of detailed information regarding the threat and vulnerability of various GA operations. While some recent high-profile breaches of GA security point to persisting vulnerabilities and limited intelligence information suggests a continued terrorist interest in using GA aircraft, it is evident that GA airports, aircraft, and operations vary significantly with regard to security risk. While the small size and slow speed of most GA aircraft significantly limits the risk they pose, some experts still fear that they could be used as a platform for a chemical, biological, radiological, or nuclear attack. Certain sectors of GA such as crop dusters and larger business aircraft present more specific risks because of their unique capabilities and aircraft characteristics. Because various segments of GA differ significantly in terms of their perceived risk, mitigation strategies should arguably be tailored to some degree based on risk. In step with the premise that security measures should be predicated on assessments of risk, a provision in the FY2006 Department of Homeland Security Appropriations Act (P.L. 109-90) requires the DHS to examine the vulnerability of high-risk sites to possible terrorist attacks using GA aircraft. Based on an analysis of risk, a variety of options exist for mitigating security risks that can be tailored to specific GA airports and operations.

Also, the September 11, 2001, terrorists learned to fly at flight schools, which are within the general aviation community. TSA, within DHS, has responsibilities for general aviation security, and developed AFSP to ensure that foreign students enrolling at flight schools do not pose a security threat. GAO was asked to assess (1) TSA and general aviation industry actions to enhance security and TSA efforts to obtain information on these actions and (2) TSA efforts to ensure foreign flight students do not pose a security threat. GAO reviewed TSA analysis comparing FAA data from January 2006 to September 2011 on foreign nationals applying for airman certificates with AFSP data, and interviewed 22 general aviation operators at eight airports selected to reflect geographic diversity and variations in types of operators. This is a public version of a sensitive security report GAO issued in June 2012. Information TSA deemed sensitive has been omitted, including two recommendations on TSA's vetting of foreign nationals. "

It is not intended to suggest that any recommendations or guidelines contained herein might be considered as mandatory requirements to be imposed upon GA facilities or operators, nor are these recommendations and guidelines intended to suggest any specific or general criteria to be met in order to qualify for Federal funding.
