Book excerpt: Congress has recently expressed concern that the current tenure system for developing general and flag officers does not effectively prepare them for handling increasing levels of responsibility and for performing with maximum efficiency at each level of assignment. This report assesses the continued appropriateness of mandatory retirement of general and flag officers after 35 years. It focuses on the value of extending tenure, specifically examining promotions, number of assignment, and career length. The study discusses two types of consequences resulting from such an extension. Systemic results of longer service lead to fewer promotions and fewer rising to the highest grades, but increased stability and experience. Career-path consequences indicate more depth or breadth of experience could result for officers. The appropriateness of continued mandatory retirement after 35 years depends, finally, on objectives. If the objective is rapid career-path movement to positions of responsibility, the 35-year limit accomplishes this. If the goal is more experienced officers and greater stability, removing the limit seems best. Decision makers will need to decide which objective is most important.

It played a major role in the Defense Officer Personnel Management Act of 1980, the legislation that currently governs officer personnel management in all services. Recently, it has turned its attention to the tenure of the most senior military personnel, the general and flag officers. Although current law permits exceptions, it requires most flag-rank officers to retire once they have 35 years of active commissioned service. Congress is concerned that the current system does not adequately prepare officers for the most senior assignments. As a result of these concerns, Congress asked the Secretary of Defense to review the career patterns of flag-rank officers. It requested specific data about average time-in-grade both when selected and when promoted as well as the length of tours. It also asked the Secretary to assess the appropriateness of mandatory retirement at 35 years.

Book excerpt: General and flag officers (GFO) are the elite leaders of the U.S. military at the rank of brigadier general and above (for the Army, the Air Force, and the Marine Corps) and rear admiral and above (for the Navy). In 2003, the Dept. of Defense (DOD) determined that GFO requirements -- the number of GFOs DOD components need to fill positions -- were higher than the number of GFOs being authorized by Congress. However, in March 2011, DOD announced plans to eliminate 102 (11%) of GFO positions as part of DOD's efficiencies initiatives. Also, recent investigations of GFO misconduct have placed costs associated with GFOs under increased scrutiny by Congress. This report (1) identifies changes in the population and statutory limits for active duty GFOs relative to other active duty personnel, and the extent to which DOD updated GFO requirements; and (2) assesses what is known about the costs associated with active duty GFOs and their aides and trends in such costs, including trends in GFO compensation costs relative to those of other active duty personnel from FY 2001 through FY 2013. Book excerpt: This report is a contribution to the ongoing debate about whether the authorizations in Title 10 of the U.S. Code for general and flag officers (G/FOs) specify appropriate numbers and pay grades. Congress has not revised G/FO authorizations since 1996. The report addresses, in particular, the issues of whether the numbers and/or pay grades of G/FOs in the reserve component (RC) are commensurate with the increasing reliance upon the reserve forces in military operations, and whether G/FO strength in the RC is equitable compared to G/FO strength in the active component (AC). The report sheds light on these questions by examining current Title 10 authorizations and their near-term background and by providing a longer-term historical account of the fluctuations in G/FO levels in the AC over the entire post-World War II period. The report proposes that the salient concerns when G/FO levels are considered for the AC and the RC, respectively, have always differed. In the AC, the preoccupation tends to be with the size of the G/FO corps. Appropriate size is viewed as a function in part of the overall size of the force, and is often measured as a troop-to-officer ratio or proportion. In the RC, the preoccupation is with the degrees of institutional power that the RC's top officers can wield within the Pentagon and other decision-making venues. This preoccupation with greater institutional power or "voice" has mainly translated over the years into campaigns to increase the authorizations and opportunities for reserve G/FOs to serve above the two-star level, rather than campaigns to increase the overall size of the reserve G/FO corps. This different preoccupation, with G/FO pay grades rather than numbers in turn has meant that discussions about reserve G/FO strength are carried on without any systematic or longitudinal reference to troop-to-officer ratios or other such measures of proportional officer strength. Such measures of proportional numerical strength would be less meaningful in connection with the RC, because the claims that greater reserve G/FO strength are warranted do not rest on how large the reserve force is, but on how intensively it is used. Moreover, measures of proportional numerical strength would be, in any case, very challenging to use with reference to the RC, because of the plethora of categories of reservists, the shifts of duty status that reservists experience, and other factors.
