In most member states, women are significantly under-represented in local, regional and national decision-making bodies. On a Europe-wide level, they account for only 18 % of parliamentary membership. This book traces the history of the Council of Europe policy on promoting the women's participation in political life. It describes the principles and methods behind policies, the institutional mechanisms on which they are based, and analyses the major topics involved. It concludes by discussing areas essential for future work: gender quotas for political parties, guaranteed social rights for women and the reinforcement of secularity.

Book excerpt: This book examines the fictional female bodies of four stylistically distinct comics artists in the United States—Chris Ware, Emil Ferris, Ebony Flowers, and Tillie Walden—whose work has attracted significant attention. These bodies showcase how comics and its unique visual language can both critique and re-envision some of the most challenging social issues of our time. The characters analyzed in this book illustrate diverse techniques for projecting the complex humanity and "truth" of U.S. women’s unruly bodies onto a two-dimensional page. All of the protagonists qualify as "outsider" in some way, whether by gender identity, sexuality, ability, religion, race, class, ethnicity, age, or a combination of these and other categories. These bodily expressions of outsider identity both resist traditional categorization and stereotypes, and sometimes harness and employ those stereotypes for the purposes of parody or social critique. The language of comics affords a unique opportunity for complex representation of these disparate women’s bodies, especially when comics artists use the full range of tools at their disposal, such as style, materials, narrative direction, the space of the gutter, and the friction between word and image. This is an a timely and important intervention suitable for researchers and students in comics studies, gender studies, literature and queer studies.

Book excerpt: This report is the product of a UN Population Division study of the sex differentials in infant, child, and under-five mortality and the specific mechanisms that may lead to excess female mortality in childhood. It consists of 10 chapters "that explore a broad range of mechanisms, ranging from the biological to the social and economic, that influence sex differentials in childhood mortality. The mechanisms considered affect mortality differentials either directly, as in the case of the nutritional status of boys and girls or the differential use of health care by sex of child, or indirectly, as in the case of maternal education and decisions regarding the intra-household allocation of resources. The study also provides a historical account of the evolution of the sex differentials in childhood mortality in today's developed countries during the nineteenth and early twentieth centuries. Another major contribution is its measurement and analysis of the levels and trends of infant, child and under-five mortality for boys and girls during the 1970s and 1980s. Such analysis allows the identification of the countries and regions in which girls have a survival disadvantage compared to boys, and permits an objective assessment of the magnitude and extent of excess female mortality in childhood."
