In this context gender relations are especially interesting since gender equality was perceived as a political goal and, moreover, a given reality in socialism. The articles in this volume show the changes as well as the stability of gender relations and power structures during the transformation process and in post-socialist times. They shed light on topics like labour market policies, fertility, political representation of women or male artists concerned with gender issues covering the geographical space from Hungary and Poland over Bulgaria and Romania to Ukraine and Uzbekistan. Book excerpt: Gendering Postsocialism explores changes in gendered norms and expectations in Eastern Europe and Eurasia after the fall of the Berlin Wall. The dismantlement of state socialism in these regions triggered monumental shifts in their economic landscape, the involvement of their welfare states in social citizenship and, crucially, their established gender norms and relations, all contributing to the formation of the postsocialist citizen. Case studies examine a wide range of issues across 15 countries of the post-Soviet era. These include gender aspects of the developments in education in Kazakhstan, Uzbekistan and Hungary, controversies around abortion legislation in Poland, migrant women and housing as a gendered problem in Russia, challenges facing women’s NGOs in Bosnia, and identity formation of unemployed men in Lithuania. This close analysis reveals how different variations of neoliberal ideology, centred around the notion of the self-reliant and self-determining individual, have strongly influenced postsocialist gender identities, whilst simultaneously showing significant trends for a “retraditionalising” of gender norms and expectations. This volume suggests that despite integration with global political and free market systems, the postsocialist gendered subject combines strategies from the past with those from contemporary ideologies to navigate new multifaceted injustices around gender in Eastern Europe and Eurasia.

Book excerpt: The paper analyses social citizenship in post-Yugoslav states from a gendered perspective. It explores the parallel transformations of citizenship regimes and gender regimes on the basis of the case study of the textile industry, a traditionally “feminised” industrial sector in which employment rates have significantly declined in the last twenty years. By comparing the cases of Leskovac (Serbia) and Štip (Macedonia), the paper shows that transformations in social citizenship had profound implications when it comes to gender regimes. The overall deterioration of labour and welfare rights in the region had major consequences on women's position as workers and citizens, producing the demise of the “working mother” gender contract which existed during socialist times. The “retraditionalisation” of gender relations in the post-Yugoslav region, therefore, is not only a consequence of nationalist discourses, but is also a direct result of transformations in social citizenship which occurred during the post-socialist transition.

Mass industrialisation under Tito led many young women to join traditionally 'feminised' sectors, and as a consequence the textile sector grew rapidly, fast becoming a gendered symbol of industrialisation, consumption and socialist modernity. By the 1980s Yugoslavia was one of the world's leading producers of textiles and garments. The break-up of Yugoslavia in 1991, however, resulted in factory closures, bankruptcy and layoffs, forcing thousands of garment industry workers into precarious and often exploitative private-sector jobs. Drawing on more than 60 oral history interviews with former and current garment workers, as well as workplace periodicals and contemporary press material collected across Croatia, Macedonia, Serbia, Bosnia-Herzegovina and Slovenia, Women and Industry in the Balkans charts the rise and fall of the Yugoslav textile sector, as well as the implications of this post-socialist transition, for the first time. In the process, the book explores broader questions about memories of socialism, lingering feelings of attachment to the socialist welfare system and the complexity of the post-socialist era. This is important reading for all scholars working on the history and politics of Yugoslavia and the Balkans, oral history, memory studies and gender studies.
