Book excerpt: The COVID-19 pandemic has had far-reaching impacts in every part of the world, including on vulnerable populations in rural areas of low- and middle-income countries. This report explores the ways in which men and women in rural areas of four countries in sub-Saharan Africa (SSA)—Kenya, Niger, Rwanda, and Uganda—experienced the COVID-19 pandemic and associated income losses, as well as their responses to the crisis. To identify and monitor the differential effects of the COVID-19 pandemic on women and men in rural households, IFPRI conducted phone surveys in selected regions of the four focal countries, with financial and technical support from the Food and Agriculture Organization of the United Nations (FAO). The surveys traced gender differences in responses to the pandemic and associated restrictions, such as choice of coping strategies, access to public assistance, and changes in the care burden for men and women.

Book excerpt: It is widely recognized that periods of crisis affect men and women differently, mediated by their access to resources and information, as well as social and institutional structures that may systematically disadvantage women from being able to access relief, institutional support, and rehabilitation. To capture the gendered impacts of the COVID-19 pandemic and lockdowns, we conducted phone surveys in seven countries spread across Asia and Africa. The study was designed as a longitudinal panel study with five rounds of data collection in Ghana, Nepal, Nigeria, and Senegal, and three rounds of data collection in Kenya, Niger, and Uganda. Both men and women were administered the same survey, with some modifications made across countries to adapt to local contexts. This report gives an overview of our findings covering several topics including income loss, coping strategies, labor and time use, food and water insecurity and child education outcomes. We find widespread reports of income loss, which declined over time, but increased again as countries experienced a resurgence in COVID-19 cases and fatality. We find that households first depleted savings when faced with income loss and over time, use of savings reduced while other measures began to be adopted. Women reported greater food and water insecurity compared to men, including worrying about insufficient food and eating less than usual. This is particularly worrying since a large proportion of women also did not have adequately diverse diets. Moderate to severe water insecurity was reported in many of the countries, and as with food insecurity, women were more likely to report issues with accessing water for drinking and other household activities. In some countries, additional modules were added to capture country specific issues of policy relevance, such agriculture extension, mental health, and child marriage. The results make it clear that proactive investments will be needed, including social safety nets, favorable credit policies, nutrition and water investments, to ensure that the crisis does not further widen the gender gap in resources and achievements in rural areas of low- and middle-income countries.

The research derives from the GETSPA (Gender Equitable and Transformative Social Policy for Post COVID-19 Africa) project, coordinated by the Institute of African Studies, University of Ghana and conducted across the wider African continent. The book is a valuable resource for policy-makers at national and pan-national level, NGOs, and African Studies researchers. The study closely tracks the UN Sustainable Development Goals (SDGs), most particularly SDG 5 on Gender Equality, but also those dealing with Education, Employment, Health, and Water, Hygiene and Sanitation.

It provides a comprehensive analysis of the available evidence on gender equality and women’s empowerment in agrifood systems that has been produced over the last decade. The report also provides policymakers and development actors with an extensive review of what has worked, highlighting the promise of moving from closing specific gender gaps towards the adoption of gender-transformative approaches that explicitly address the formal and informal structural constraints to equality. Drawing on survey data collected in collaboration with Gallup, Inc., the Global Findex database covers more than 140 economies around the world. The initial survey round was followed by a second one in 2014 and by a third in 2017. Compiled using nationally representative surveys of more than 150,000 adults age 15 and above in over 140 economies, The Global Findex Database 2017: Measuring Financial Inclusion and the Fintech Revolution includes updated indicators on access to and use of formal and informal financial services. It has additional data on the use of financial technology (or fintech), including the use of mobile phones and the Internet to conduct financial transactions. The data reveal opportunities to expand access to financial services among people who do not have an account—the unbanked—as well as to promote greater use of digital financial services among those who do have an account. The Global Findex database has become a mainstay of global efforts to promote financial inclusion. In addition to being widely cited by scholars and development practitioners, Global Findex data are used to track progress toward the World Bank goal of Universal Financial Access by 2020 and the United Nations Sustainable Development Goals. The database, the full text of the report, and the underlying country-level data for all figures—along with the questionnaire, the survey methodology, and other relevant materials—are available at www.worldbank.org/globalfindex.

The impact of COVID-19 on female employment may not appear to be large as the share of such employment is particularly high among women. Nevertheless, widespread income reduction was observed both in rural and urban households. This could worsen the opportunities for women as husbands’ control over the household resource is the norm. The paper also finds that rural children struggled to continue learning during school closures. Gender-sensitive policies are needed to narrow the gap during and post-pandemic.

PIM findings and engagement contributed to Myanmar’s response to COVID-19, South Africa’s policies on resilience to climate change, Tunisia's policies for pastoral development, a reform of Nigeria’s national agricultural research system, Ghana’s fish seed and farm certification system, gender strategies for three agricultural value chains in Honduras, and genome editing guidelines for the agricultural sector in four African countries. PIM research informed policy documents of FAO, IFAD, One CGIAR, the UK Government, the World Bank and the World Food Programme. PIM tools enabled more equitable co-management of 76 protected areas in Peru and informed World Bank social protection projects. Books on food security in Bangladesh and Malawi, trade in Latin America, African agricultural value chains and gender were published. 42 PIM synthesis briefs and notes were issued, summarizing research results in key thematic areas. PIM contributed 181 journal articles, 8 journal issues (on demand driven seed systems, China’s response to COVID-19, agriculture and food security in China under COVID-19, food loss and waste, landscape restoration, multistakeholder fora in forestry and two issues on gender), 15 book chapters and about 500 non-peer-reviewed outputs. 16 PIM webinars were organized. PIM’s contributions to the United Nations Food Systems Summit covered agricultural extension, food system innovations and digital technologies, the future of small farms, the science-policy interface, the cost of ending hunger by 2030, food waste and loss, management of the commons and gender. Building on past PIM investments in economywide modeling tools and social accounting matrices, PIM teams continued to assess the impacts of COVID-19 and policy responses at country level. Lessons learned from PIM country-level analyses on COVID-19’s impacts on food systems, poverty and diets are summarized in a chapter of the IFPRI 2022 book “COVID19 and global food security: Two years later”. A paper in partnership with the CGIAR COVID19 Hub reviewed the literature on agri-food value chains for evidence of fractures and resilience in response to the pandemic. The results of coordinated studies on the impacts of COVID-19 on value chains in different countries were published. Several cross-CGIAR outputs initiated by PIM speak to the fulfillment of PIM’s convening role as an integrating program: the CGIAR Foresight Report and CGIAR foresight website; several outputs produced through the CGIAR Community of Excellence on Seed Systems Development, and the CGIAR book “Advancing gender equality through agricultural and environmental research: Past, present, and future” are examples. Other examples of PIM global public goods produced in 2021 are 27 innovations at various stages of uptake, a cross-cutting effort to distill PIM lessons on migration; new or updated social accounting matrices for 25 countries; and lessons and tools on stakeholder platforms for natural resource governance. Independent reviews assessed the effectiveness of PIM’s partnerships and the use by partners of PIM’s work on economywide modelling, agricultural insurance, tenure and governance, and the Ag-Incentives database.
