Social exclusion will only be overcome inglobal water and sanitation efforts if all actors at all levels explicitly address discrimination and inequalityand proactively facilitate participation which redresses underlying unequal power dynamics. This paperfocuses on gender transformation in water and sanitation, as one key aspect of social inclusion. Thispaper explores the critical connection between gender and water and sanitation and water governanceinstitutions and arrangements for the benefit of all people.

Book excerpt: Gender equality and environmental goals are mutually reinforcing, with slow progress on environmental actions affecting the achievement of gender equality, and vice versa. Progress towards the Sustainable Development Goals (SDGs) requires targeted and coherent actions. However, complementarities and trade-offs between gender equality and environmental sustainability are scarcely documented within the SDG framework. Based on the SDG framework, this report provides an overview of the gender-environment nexus, looking into data and evidence gaps, economic and well-being benefits, and governance and justice aspects. It examines nine environment-related SDGs (2, 6, 7, 9, 11, 12 and 15) through a gender-environment lens, using available data, case studies, surveys and other evidence. It shows that women around the world are disproportionately affected by climate change, deforestation, land degradation, desertification, growing water scarcity and inadequate sanitation, with gender inequalities further exacerbated by COVID-19. The report concludes that gender-responsiveness in areas such as land, water, energy and transport management, amongst others, would allow for more sustainable and inclusive economic development, and increased well-being for all. Recognising the multiple dimensions of and interactions between gender equality and the environment, it proposes an integrated policy framework, taking into account both inclusive growth and environmental considerations at local, national and international levels.

Book excerpt: In this paper, the authors describe the adaptation and validation of a project-level WEAI (or pro-WEAI) that agricultural development projects can use to identify key areas of women’s (and men’s) disempowerment, design appropriate strategies to address identified deficiencies, and monitor project outcomes related to women’s empowerment. The 12 pro-WEAI indicators are mapped to three domains: intrinsic agency (power within), instrumental agency (power to), and collective agency (power with). A gender parity index compares the empowerment scores of men and women in the same household. The authors describe the development of pro-WEAI, including: (1) pro-WEAI’s distinctiveness from other versions of the WEAI; (2) the process of piloting pro-WEAI in 13 agricultural development projects during the Gender, Agriculture, and Assets Project, phase 2 (GAAP2); (3) analysis of quantitative data from the GAAP2 projects, including intrahousehold patterns of empowerment; and (4) a summary of the findings from the qualitative work exploring concepts of women’s empowerment in the project sites. The paper concludes with a discussion of lessons learned from pro-WEAI and possibilities for further development of empowerment metrics.

These goals cover the three dimensions of sustainable development: economic growth, social inclusion and environmental protection. The Encyclopedia of the UN Sustainable Development Goals comprehensively addresses the SDGs in an integrated way. The Encyclopedia encompasses 17 volumes, each one devoted to one of the 17 SDGs. This volume addresses SDG 3, namely "Ensure healthy lives and promote well-being for all at all ages" and contains the description of a range of terms, to grow a better understanding and foster knowledge. Ensuring healthy lives and promoting the well-being for all at all ages is essential to sustainable development. Significant strides have been made in increasing life expectancy and reducing some of the common killers associated with child and maternal mortality. Major progress has been made on increasing access to clean water and sanitation, reducing malaria, tuberculosis, polio and the spread of HIV/AIDS. However, many more efforts are needed to fully eradicate a wide range of diseases and address many different persistent and emerging health issues.
