Using frameworks on gendered transitions to adulthood and links between assets and livelihoods, we analyse nationally representative, sex-disaggregated data from 42 countries to characterize rural youths' transition to adulthood by gender and according to a four-category typology of low and high levels of structural and rural transformation. Overall, we find that young women and men experience the transition to adulthood differently according to the structural and rural transformation classification of the countries where they live. Across all structural and rural transformation categories, young women are more likely to be married and living with their spouses or in-laws, less likely to be in school or employed, and less likely to own land solely. Gender gaps in secondary school education favour young women only in countries with higher levels of structural and rural transformation, and favour young men in the other three categories. Moreover, a larger proportion of young women than young men are not in education, employment, or training (NEET), but many NEET youth, especially young women, have transitioned into domestic and reproductive roles (i.e. are more likely to be married and/or have children.) Additionally, we review impact evaluations of interventions targeting youth. We find limited evidence on the gendered impacts of such programmes, and these programmes seldom consider how constraints differ for young men and young women. Addressing gaps in programmes and building an evidence base on the gendered impact of interventions can provide insights into how gender roles can simultaneously limit options and offer opportunities to young rural women and men in the context of structural and rural transformation.

Nearly half of the population in Asia is urban, with the proportion projected to rise to 59 per cent by 2035. Except for China, the majority of youth still reside in rural areas. Youth labour force participation is higher in rural than urban areas, and for males than females. Rural youth in countries with low structural transformation and low rural transformation continue to rely on agriculture for employment; in countries with high levels of transformation, a majority of rural youth are now employed outside agriculture (though it is still the biggest contributor to rural youth employment). About one fifth of youth in Asia are not in education, employment or training. More than 86 per cent of employed youth in Asia and the Pacific are in the informal sector, greater than the proportion of informal employment among adult workers"--Page 4 of cover.

Book excerpt: Many development programs that aim to alleviate poverty and improve investments in human capital consider women’s empowerment a key pathway by which to achieve impact and often target women as their main beneficiaries. Despite this, women’s empowerment dimensions are often not rigorously measured and are at times merely assumed. This paper starts by reflecting on the concept and measurement of women’s empowerment and then reviews some of the structural interventions that aim to influence underlying gender norms in society and eradicate gender discrimination. It then proceeds to review the evidence of the impact of three types of interventions—cash transfer programs, agricultural interventions, and microfinance programs—on women’s empowerment, nutrition, or both. Qualitative evidence on conditional cash transfer (CCT) programs generally points to positive impacts on women’s empowerment, although quantitative research findings are more heterogenous. CCT programs produce mixed results on long-term nutritional status, and very limited evidence exists of their impacts on micronutrient status. The little evidence available on unconditional cash transters (UCT) indicates mixed impacts on women’s empowerment and positive impacts on nutrition; however, recent reviews comparing CCT and UCT programs have found little difference in terms of their effects on stunting and they have found that conditionality is less important than other factors, such as access to healthcare and child age and sex. Evidence of cash transfer program impacts depending on the gender of the transfer recipient or on the conditionality is also mixed, although CCTs with non-health conditionalities seem to have negative impacts on nutritional status. The impacts of programs based on the gender of the transfer recipient show mixed results, but almost no experimental evidence exists of testing gender-differentiated impacts of a single program. Agricultural interventions—specifically home gardening and dairy projects—show mixed impacts on women’s empowerment measures such as time, workload, and control over income; but they demonstrate very little impact on nutrition. Implementation modalities are shown to determine differential impacts in terms of empowerment and nutrition outcomes. With regard to the impact of microfinance on women’s empowerment, evidence is also mixed, although more recent reviews do not find any impact on women’s empowerment. The impact of microfinance on nutritional status is mixed, with no evidence of impact on micronutrient status. Across all three types of programs (cash transfer programs, agricultural interventions, and microfinance programs), very little evidence exists on pathways of impact, and evidence is often biased toward a particular region. The paper ends with a discussion of the findings and remaining evidence gaps and an outline of recommendations for research.

Book excerpt: Most analyses of the gender gaps in landownership are based on one or a few countries in which little discussion is provided of the institutional context. Yet, the institutions within a given context will certainly influence both men’s and women’s landownership. In this paper, we analyze data from individual men and women respondents to the Demographic and Health Surveys in 45 low- and middle-income countries combined with 28 indicators at the national level of relevant institutions. To measure the associations with institutions, we use indicators of the structure of the economy, land market efficiency, women’s labor force participation, education of women and girls, gender equality, women’s property rights, social norms, marital property rights and inheritance, women’s political voice, and the extent of indigenous and communal property in the country. We do not find a clear association between higher GDP and structural transformation in the economy and a smaller gender land gap. This suggests that economic growth and development alone will not resolve the gender land gaps. The indicators that proxy for more gender equality in the labor force, educational attainment, and legal and social norms are all associated with a lower gender gap in landownership.

General literature and relevant international experiences related to participation mechanisms aimed at youth show that participation boosts interventions linked to improvements of young people's livelihoods and developmental opportunities. Participation also makes interventions more responsive to the actual needs of young people.However, participation mechanisms are less explored (and used) in rural settings: we know little of the effectiveness of rural participation, especially for youth, in developing countries. Different contexts associated with varying extents of structural rural transformation call for better understanding of what works on participation/engagement in different rural areas (traditional, transformed, in transition, etc.). There is not a strong conceptual or generally accepted practical guide to youth participation in rural settings and no major discussions on the role of participation in the rural transformation process or about the opportunities to implement participatory approaches to enhance youth opportunities within rural transformation.

Book excerpt: This study set out to illustrate and understand how the ongoing processes of rural transformation are influencing women’s and men’s labor, and broader gender relations among the Kenyah. It examines the changes that have occurred in two Uma’ Jalan Kenyah villages in East Kalimantan – based on previous longterm ethnographic research (beginning in 1979 and continuing periodically until 2004), ending with a Rapid Rural Appraisal visit in 2019. Various development efforts have altered these peoples’ environment, from dense tropical rainforest in the 1970s, through extensive forest loss due successively to logging, industrial timber plantations and transmigration. Most recently oil palm plantations have flourished over much of the province (including the two study communities), prompting radical changes to people’s agricultural practices. Here, we examine the implications of these changes for men’s and women’s lives, roles and interactions. The most surprising finding is the continuation of comparatively equitable gender dynamics among the Kenyah. This is in the face of narratives and policies – from education, government, business and religion – with seriously marginalizing gender implications, to which the people are increasingly exposed.

Book excerpt: ‘Rural youth’ is a new focus area within the CGIAR (and in the wider academic literature), yet there are few studies which examine young people’s roles and relationships to trees, forests and agroforests. This background report suggests ways the CGIAR Research Program on Forests, Trees, and Agroforestry (FTA) can involve rural young people into its research and action. This is at a time when academic and government reports note the widening gaps between the aspirations young people have as compared to the realities of the job markets in much of the Global South. For rural and marginal areas, these trends are especially acute as agriculture and forestry sectors decline and many rural young people desire stable, paid employment., suggesting now is a critical time to involve young people into FTA’s research and action. In doing so, the report examines how rural youth are studied from a variety of angles: in contemporary agrarian, youth and development literatures, and examines how young people are studied by five large development agencies; and by some of CGIAR’s Research Programs. In learning from these studies, the report offers four major lessons for FTA. These lessons focus on how to study rural youth and their various contexts, conceptually and methodologically; how to engage local to regional rural development activities; and how to support local to national level partnerships. All of these activities give means and networks of support for rural young people’s development and employment. In sum, the report offers key questions and starting points for engaging with young people in each of FTA’s Flagships, which can not only move the Gender Equality and Social Inclusion Strategy forward, but help study and address the challenges facing rural livelihoods and landscapes now and in the future.
