This report reviews the extensive literature on the vulnerability to climate change in South Asia, with a focus on gender. It highlights how vulnerability is intricately connected to existing social structures. With respects to gender inequalities, the report reviews how men and women are affected in different ways by climate shocks, while differing access to resources and cultural ideologies mean that their capacity to ‘adapt’ is also not equal. The report also notes the importance of other axes of inequality (caste, class and ethnicity) in shaping gendered vulnerability. It concludes by offering insights into potential ways forward to promote more equitable adaptation to change through improved policies and practices.

Contributors to this collection find that water crises degrade environments, place untenable burdens on stakeholders, and produce or exacerbate social conflict, undermining ecological and social conditions that sustain effective collaboration. Together with institutions, policies and regulation, it provides basic services to growing populations, especially in developing countries, where much of the growth is taking place. In the Asia-Pacific region, for instance, populations are growing not only in size but also in affluence, straining further the existing infrastructure and demanding urgently the development of a new one. While 79% of total water use in Asia occurs in agriculture, the fastest increases in demand are emanating from industry and from urban areas. This trend is a natural consequence of the fastest industrialization and urbanization process in history. By 2030, more than 55% of Asia’s population will live in urban areas, an increase of 1.1 billion people. Nevertheless, water infrastructure is of concern not only in the global South but also in the North, where much of the drinking-water infrastructure needs upgrading or replacement, a significant undertaking as infrastructure is more than a hundred years old in many cases. The American Water Works Association estimates that changing all of the water pipes in the United States would cost more than USD 1 trillion. In this book, in-depth case studies on water infrastructure challenges and policy solutions are presented from different parts of the world. This book was published as a special issue of the International Journal of Water Resources Development.

It is a simple index with precipitation as the only parameter and can be computed for different scales (1-3-6-12-24 months) and compared across regions with different climatic zones. The author has depicted graphs with regard to trends, onset, end, magnitude with dates of occurrence of droughts over a period of 102 years with regard to rainfall and temperature with the aid of SPI and SPEI, for Anantapur District of Andhra Pradesh, India. To characterise the agricultural drought, climatological water balance was carried for a period of 30 years for the data. In this book a composite index called “Indian drought monitor” with ten indicators and indices has been developed for releasing drought information weekly considering and incorporating review from a group of climatologists, extension agents and others across the nation. This will lead the country economically forward.
