The Sourcebook draws on a wide range of experience from World Bank, Food and Agriculture Organization (FAO), International Fund for Agricultural Development (IFAD), and other donor agencies, governments, institutions, and groups active in agricultural development. The Sourcebook looks at: access to and control of assets; access to markets, information and organization; and capacity to manage risk and vulnerability through a gender lens. There are 16 modules covering themes of cross-cutting importance for agriculture with strong gender dimensions (Policy, Public Administration and Governance; Agricultural Innovation and Education; Food Security; Markets; Rural Finance; Rural Infrastructure; Water; Land; Labor; Natural Resource Management; and Disaster and Post-Conflict Management) and specific subsectors in agriculture (Crops, Livestock, Forestry, and Fisheries). A separate module on Monitoring and Evaluation is included, responding to the need to track implementation and development impact. Each module contains three different sub-units: (1) A Module Overview gives a broad introduction to the topic and provides a summary of major development issues in the sector and rationale of looking at gender dimension; (2) Thematic Notes provide a brief and technically sound guide in gender integration in selected themes with lessons learned, guidelines, checklists, organizing principles, key questions, and key performance indicators; and (3) Innovative Activity Profiles describe the design and innovative features of recent and exciting projects and activities that have been implemented or are ongoing.

Book excerpt: Women play a vital role in forestry, but their contributions are not fully realized due to existing gender inequalities. The policy environment for addressing gender equality in Uganda has improved in recent decades, but women continue to be disadvantaged by insecure property rights and by limited access to forests, trees and land resources. Women also suffer from discrimination and bias in the provision of services, including credit and technology, and are often excluded from decision-making at household, community and national levels. Gender mainstreaming and women empowerment were therefore core aspects of the Sawlog Production Grant Scheme Phase III (SPGS III). FAO, on behalf of the Government of Uganda, is implementing the SPGS III project. The project aims at increasing the incomes of the rural population through commercial tree planting by small, medium, and large-scale private sector actors and the local communities, while at the same time helping to mitigate climate change effects through intensive afforestation. Empowering women in forestry can create significant development opportunities and generate important additional benefits for their households and communities. Therefore, FAO conducted a study to assess status of gender equality and women empowerment in plantation forestry in Uganda and make recommendations on how to better integrate gender equality in commercial forestry.

Moving beyond agriculture, The status of women in agrifood systems reflects not only on how gender equality and women’s empowerment are central to the transition towards sustainable and resilient agrifood systems but also on how the transformation of agrifood systems can contribute to gender equality and women’s empowerment. It provides a comprehensive analysis of the available evidence on gender equality and women’s empowerment in agrifood systems that has been produced over the last decade. The report also provides policymakers and development actors with an extensive review of what has worked, highlighting the promise of moving from closing specific gender gaps towards the adoption of gender-transformative approaches that explicitly address the formal and informal structural constraints to equality. Book excerpt: We examine the impact of ambiguous and contested land rights on investment and productivity in agricultural in Akwapim, Ghana. We show that individuals who hold powerful positions in a local political hierarchy have more secure tenure rights, and that as a consequence they invest more in land fertility and have substantially higher output. The intensity of investments on different plots cultivated by a given individual correspond to that individual's security of tenure over those specific plots, and in turn to the individual's position in the political hierarchy relevant to those specific plots. We interpret these results in the context of a simple model of the political allocation of land rights in local matrilineages.

Furthermore, they will learn the steps to take and tools and approaches available for conducting gender analysis and promoting gender mainstreaming in CSA project design, implementation and monitoring. The manual also presents available gender, climate change and CSA guidelines and other relevant materials to support learners in their work in implementing gender-responsive interventions. This training module provides basic information for organizing a short training workshop to develop gender mainstreaming capacities in CSA-related projects, throughout the whole project cycle. The module mainly focuses on activities in the field. It is important to recognize, however, that gender-responsive CSA development also requires actions at the institutional and policy level as well as changes in the existing social and cultura l norms. The module also provides some recommendations for better integration of gender issues in governments’ CSA policies and strategies.
