The ultimate goal of mainstreaming is to achieve gender equality. This work explores the experiences of Kenya, Tanzania, and Ethiopia from Eastern Africa; and Malawi, Zambia, Zimbabwe, Botswana, and Swaziland from Southern Africa. All cases show the varied attempts to mainstream gender at national, institutional, and civil society levels, including grassroots experiences.

Beginning with the women’s suffrage movement, there has been the push to encourage gender equality worldwide. The Fourth World Conference on Women in Beijing in 1995 embodies the commitment of the international community to implement policies that will enhance the political, social, economic, educational empowerment of women. This book highlights the issues affecting women in Eastern and Southern Africa – what role does custom and patriarchy play in gender disparities in education, access to health, problems in the workplace and family relationships? How have women writers in the last twenty years presented the issues of patriarchy, women’s rights, globalism and women’s holistic development? What are recent developments that have helped improve the situation for some women? These are some of the issues that are covered in this book. The thesis of this book is that there have been policies and strategies developed that have worked to empower women. Book excerpt: Since gender entered the development discourse in the Seventies, African countries have increasingly taken the concept on board in policy and practice. This concern may be due to either one or a combination of the following factors: the ideological positioning of African countries, demands by their donors and development partners, and demands by organised local groups and NGOs. Gender in the development discourse ought to transform power relations between men and women and shift them to social relations that reflect their equal access to productive resources, opportunities and social and material benefits. The result of such actions should be an achievement of comparable status of women and men. This volume, initiated by OSSREA, seeks to examine in more depth, issues regarding the gender-power imbalance in sub-Saharan African countries, with a specific focus on the eastern and southern African regions. The chapters in this book present research that examines and analyses the effectiveness and efficiency of gender mainstreaming policies, strategies and projects developed and implemented by national and international actors. The themes inter-weave with each other although they address gender issues in specific countries and specific contexts. This can be explained by the shared colonial and post-colonial heritage of African countries. It is useful, therefore, to view the structure of the book as a spiral of inter-connected issues that address similar themes, approaching them from different levels. Purely for ease of reading, the contributions have been organised into three parts, with over arching themes that at first glance may seem not to fit well together. A theme that runs through all the chapters is the persistence of patriarchal values and attitudes in Africa and its constraining effect on the achievement of gender equity and equality.

The book presents field experiences of managing the politically sensitive agenda of promoting gender equality in the NGOs and negotiating the contradictions between using Organizational Development tools and promoting gender equality. In doing so, it shows how organizational change for gender equality is an integral part of gender mainstreaming processes. As a decade of evidence suggests, gender mainstreaming is vulnerable to becoming technocratic and ineffective. These seven organizations, unable to separate entirely the integral change process from their extrernal work as NGOs, experiences a spillover of gender justice concerns into their work in the field, with a variety of program results.
