Book excerpt: The labor structure in sub-Saharan Africa is characterized by a high share of informal employment in the rural agricultural sector. The impact of COVID-19 on female employment may not appear to be large as the share of such employment is particularly high among women. Nevertheless, widespread income reduction was observed both in rural and urban households. This could worsen the opportunities for women as husbands’ control over the household resource is the norm. The paper also finds that rural children struggled to continue learning during school closures. Gender-sensitive policies are needed to narrow the gap during and post-pandemic.

Book excerpt: As labor market data is scarce in Sub-Saharan Africa (SSA), this paper uses household survey data to analyze the determinants of the gender gap in the labor market and its welfare implications for five SSA countries in multinomial logit models with propensity score matching method. The analysis confirms that education opens up opportunities for women to escape agricultural feminization and engage in formal wage employment, but these opportunities diminish when women marry—a disadvantage increasingly relevant when countries develop and urbanization progresses. Opening a household enterprise offers women an alternative avenue to escape low-paid jobs in agriculture, but the increase in per capita income is lower than male-owned household enterprises. These findings underline that improving women’s education needs to be supported by measures to allow married women to keep their jobs in the wage sector.

Most African countries no longer seem capable of ensuring that their people have access to sufficient food. Given the failure of past efforts the objectives of food security policies and their effectiveness have to be reconsidered. This book shows that the debate on food security policies has changed with the passage of time. The entitlement debate triggered by A. Sen had a major influence on this change but, the bearing of socio-economic structures on the food security of African households and their individual members are still not fully recognised.

Book excerpt: Gender bias, or "neutrality" in the underlying concepts, and tools of economics, has led to "invisibility" of women's economic, and non-economic work, thus, to an incomplete picture of total economic activity. This is predominantly so in Africa, where women articulated their concern regarding the social costs of adjustment, and the impact of adjustment on women. This drove to consolidating the adjustment experience with documented findings on the effects of structural adjustment, and to address the absence of attention to gender in up-stream macroeconomic analysis, and policy formulation, which are at the core of designing adjustment programs, and sectoral strategies. The note reviews the implications, or lack thereof, in considering gender as a distinguishing factor in the design of economic adjustment measures, whose analysis suggests that the improvement in the content of adjustment to include social dimensions, still has to go farther in incorporating gender concerns. In moving toward action in adjustment, it is critical that local, and international capacity be built to undertake relevant gender analysis, focusing among others, on the gender-exclusionary bias of economic, and financial services, such as agricultural research and extension, and enterprise credit. Moreover, public expenditure analysis could provide the basis for an integrated policy, where the inclusion of gender-focused projects in the expenditure program is recommended, as a means of removing constraints limiting women's response to improved policy.
