Book excerpt: The Commonwealth Secretariat has been a pioneer in promoting women’s rights and gender equality since the 1976–85 UN Decade for Women, and of gender mainstreaming since the UN 4th World Conference on Women, to which our 1995 Plan of Action on Gender and Development was a Commonwealth contribution. This publication brings together case studies prepared in connection with the end-of-term review of the 2005–15 Commonwealth Plan of Action for Gender Equality. The case studies are based on submissions and interviews with government representatives, gender specialists and other stakeholders, including civil society organisations, from 20 countries representing all regions of the Commonwealth. The examples were selected to demonstrate a range of strategies that can be employed to advance gender equality and women’s empowerment. Together they help to show what perpetuates gender inequality and offer approaches that can be adopted to help end unjust discrimination.

Book excerpt: Women owners of small and medium-sized enterprises (SMEs) have a great potential to contribute to economic growth and poverty reduction through employment creation and income generation. In Bangladesh, women-owned SMEs have different characteristics when compared with men-owned SMEs and tend to face specific challenges and obstacles. To capitalize on this potential, these challenges and constraints have to be addressed in initiatives that aim to support SME growth. The Small and Medium-Sized Enterprise Development Project supported the development and expansion of SMEs in Bangladesh from 2009 to 2013. In specific pilot districts, the number of women-owned SMEs increased by over 10%. The training of women SME owners in business development, accounting, loan application rules and processes, and in the regulations governing businesses facilitated their improved access to institutional finance. The formation of advocacy groups and membership in different associations enhanced the confidence of women SME owners and their ability to lobby for policy changes. Dialogue and relation building between participating financial institutions and women's SME associations helped foster mutual understanding and cooperation, leading to better outcomes for women-owned SMEs. Participating financial institution policies and products require further adaptation to meet the needs and circumstances of women-owned SMEs.

Book excerpt: The Improving Connectivity to Support Livelihoods and Gender Equality project (JFPR 9143) sought to to improve connectivity and quality of life of conflict-affected and isolated poor communities in selected districts of the Eastern and North Central provinces of Sri Lanka, and supported the rehabilitation of over 290 kilometers of rural access roads. Rehabilitated and improved rural roads are beneficial to women, girls, men, and boys, as travel becomes convenient, faster, and safer, with better access to social services, such as education and health care. Business owners can gain access to new markets for their products. However, given gender roles, relations, and inequalities, investments in rural roads result in different constraints and opportunities for women, girls, men, and boys.

Promoting equality between women and men and gender relations is relevant to the main aim of the project as well as to the project strategies. In this initiative, the focus was on gender equality and social inclusion, with an emphasis on inequalities among women and men, and among people from various castes and ethnic minorities. The project developed a gender, caste, and ethnicity strategy that sought to ensure the participation of women and ethnic minorities in decision-making processes, as well as their increased representation in leadership positions. It encouraged user committees led or owned by women and community-based organizations to participate in project activities for making positive changes in the lives of women and for their empowerment.
