Many greet these complaints with skepticism or dismissal. Is it economic expedience due to the sheer magnitude of the changes taking place under the transition? Did the Soviet legacy delude observers into believing that there is gender equality in the region? While budgets shrink, how can gender be integrated into country department work programs? To answer these and other pressing questions regarding the gender issue, the World Bank held a conference in June 1999. Women from the ECA region, Western Europe and the United States gathered to address the lack of Bank knowledge of gender issues in the Eastern Europe and Central Asia Region. The papers from the conference included in this volume describe the present conditions for women, emphasize the need to debunk the myth of gender equality in the Soviet era, and propose urgent legislative measures to address gender disparity. This publication gives women the opportunity to voice their concerns regarding this issue. It will be of interest to regional gender experts, ministries, and think tanks.

Book excerpt: The growing economic fissures in the societies of Europe and Central Asia between generations, between insiders and outsiders in the labor market, between rural and urban communities, and between the super-rich and everyone else, are threatening the sustainability of the social contract. The institutions that helped achieving a remarkable degree of equity and prosperity over the course of several decades now face considerable difficulties in coping with the challenges presented by these emerging forms of inequality. Public surveys reveal rising concerns over inequality of opportunity, while electoral results show a marked shift to populist parties that offer radical solutions to voters dissatisfied with the status quo. There is no single solution to relieve these tensions, and attempts to address them will vary considerably across the region. However, this publication proposes three broad policy principles: (1) promote labor market flexibility while maintaining protection for all types of labor contracts; (2) seek universality in the provision of social assistance, social insurance, and basic quality services; and (3) expand the tax base by complementing progressive labor-income taxation with taxation of capital. These principles could guide the rethinking of the social contract and fulfil European citizens’ aspirations for growth and equity.

Key mechanisms for attaining inclusive growth for women requires expanding employment opportunities and decent work outcomes for women to promote gender equality in labor markets. Economic growth in the Philippines, however, has not translated into sufficient employment growth and the employment growth has not been inclusive for women. Generally speaking, there has been little improvement in gender equality in the labor market, as measured by the share of women in waged employment in the nonagriculture sector. In the Philippines, the estimated proportion of women's annual earnings to men's annual earnings stands at less than 60%. However, employment growth alone is not sufficient to judge whether there is inclusive growth, especially in low-income countries where there is significant underemployment and a large informal employment sector. Gender inequality in the labor market is ascertained here by reference to seven gender gaps (or deficits for women): labor force participation, human capital, the unpaid domestic and care work burden, vulnerable employment, wage employment, decent work, and social protection. Despite a variety of gender-responsive legal and policy initiatives, an assessment of the labor market in the Philippines reveals that although some gender gaps have been reduced, women still suffer from persistent gender deficits.

Despite a decline in the gender gap in human capital, the gender gap in productive and decent work persists in Cambodia. The gender employment gap has a profound and compounding effect on women in the labor market, not only because they are subject to the deficits of less available work, more vulnerable work, and the unpaid work burden, but also because they are paid at a lower rate than men even when they do find work. The main constraints on women in the labor market are domestic work and care burdens, and women's more limited access to resources, including education, training, government services, credit, and financial services. Women also face pervasive discrimination and lack of social protection in most aspects of their employment and work. Cambodia faces the task of generating employment growth, reducing vulnerable employment, and improving decent work opportunities. This will require broad macroeconomic responses to expand employment opportunities, as well as policies and legislation to improve decent work, social protection, and active labor market support for men and women alike.
