Book excerpt: Gender inequities present a major barrier to increased agricultural production and food security in Ethiopia. However, a lack of nationally representative sex-disaggregated data and analysis hinder the development and implementation of evidence-based policies. This report aims to contribute to filling this gap by presenting a gender analysis of the Ethiopian Central Statistics Agency’s Agricultural Sample Survey (AgSS) data, collected between 2010 and 2013. The analysis reveals clear gender gaps between male and female holders in terms of human capital, natural capital, financial capital, agricultural input use, and participation in crop production and livestock husbandry. Specifically, female holders are less educated, have less family labor, own and manage less land, and are less likely to cultivate rented land compared to male holders. Concurrently, female holders have limited access to extension and advisory services and, therefore, to knowledge and information concerning best agronomic practices. Compared to male holders, female holders are less likely to cultivate commercial and economically valuable crops. This difference substantially contributes to the gender resource gap since these crops generate a higher market value than traditional staple crops. Moreover, a significantly lower proportion of female holders reported ownership of livestock, especially oxen and equines, which are the primary sources of draught power for plowing and transportation in rural Ethiopia. Overall, this report identifies significant differences in the patterns of agricultural production of male and female holders in Ethiopia and calls for closing these gender gaps, becasue it would yield enormous benefits at the individual, household, and national levels. The report also puts forward policy priorities for prospective interventions.

Based on innovative fieldwork on community institutions for forest governance, the author demonstrates how a critical mass of women can significantly improve conservation outcomes. In conclusion, she reflects on which features of feminist scholarship make for an effective challenge to mainstream economics.

Book excerpt: We examine the role of gender in adoption and diffusion of orange sweet potato, a biofortified staple food crop being promoted as a strategy to increase dietary intakes of vitamin A among young children and adult women in Uganda. As an agricultural intervention with nutrition objectives, intrahousehold gender dynamics regarding decisions about crop choice and child feeding practices may play a role in adoption decisions. Also, most households access sweet potato vines through informal exchange, suggesting again that gender dimensions of networks may be important to diffusion of the crop. We use data from an experimental impact evaluation of the introduction of OSP in Uganda to study how female bargaining power, measured by share of land and nonland assets controlled by women, affect adoption and diffusion decisions.

Book excerpt: As labor market data is scarce in Sub-Saharan Africa (SSA), this paper uses household survey data to analyze the determinants of the gender gap in the labor market and its welfare implications for five SSA countries in multinomial logit models with propensity score matching method. The analysis confirms that education opens up opportunities for women to escape agricultural feminization and engage in formal wage employment, but these opportunities diminish when women marry—a disadvantage increasingly relevant when countries develop and urbanization progresses. Opening a household enterprise offers women an alternative avenue to escape low-paid jobs in agriculture, but the increase in per capita income is lower than male-owned household enterprises. These findings underline that improving women’s education needs to be supported by measures to allow married women to keep their jobs in the wage sector.

The chapters draw on diverse theoretical perspectives, including transformative learning, feminist theory, deliberative democracy and technology adoption. As a result, they add important conceptual and empirical material to a growing literature on the challenges of gender equity in agricultural production. A unique feature of this book is the integration of both analytic and transformative approaches to understanding gender and food security. The analytic material shows how food security interventions enable women and men to meet the long-term nutritional needs of their households, and to enhance their economic position. The transformative chapters also document efforts to build durable and equitable relationships between men and women, addressing underlying social, cultural and economic causes of gender inequality. Taken together, these combined approaches enable women and men to reflect on gendered divisions of labor and resources related to food, and to reshape these divisions in ways which benefit families and communities. Available in PDF, EPUB and Kindle. Book excerpt: This book explores recent experiences in the effort to bring about a Green Revolution in Sub-Saharan Africa (SSA). The chapters focus on rice and maize, which are promising and strategic smallholder crops. Significantly, we find that an African Rice Revolution has already begun in many irrigated areas, using Asian-type modern varieties, chemical fertilizer, and improved management practices. Further, we find that the same technological package significantly increases the productivity and profitability of rice farming in rainfed areas as well. We also find evidence that that management training, when done well, can boost productivity on smallholder farms. This suggests that African governments can accelerate the pace of Africa’s Rice Revolution by strengthening extension capacity. The story for maize is wholly different, where most farmers use local varieties, apply little chemical fertilizer, and obtain very low yields. However, in the highly populated highlands of Kenya, a number of farmers have adopted high-yielding hybrid maize varieties and chemical fertilizer, as was the case in the Asian Green Revolution, apply manure produced by stall-fed cows, as was the case during the British Agricultural Revolution, and keep improved cows or cross-breeds from European cows and local stock, as was the case of the Indian White Revolution. We conclude that while rice in Africa has benefited from an Asian Green Revolution strategy that emphasizes modern seeds, inputs, and focused knowledge transfers, the success of Africa’s Maize Revolution will require a different system approach based on hybrid maize, chemical and organic fertilizers, and stall-fed cross-bred cows.

This book argues that now, as the continent emerges from the current crisis, it will be important to reconfigure current financing sources under a forward-looking framework that incorporates other non-traditional financing tools and mechanisms such as public-private partnerships, sovereign wealth funds, gender lens investing, new growth drivers, and emerging and disruptive technologies. Finally, the book concludes by adopting a sectoral approach and examining the real economy impacts of new growth drivers such as agriculture value chains, industrialization, tourism, and the blue economy. Drawing on a range of original research as well as insights from practice, this book will be a useful guide for Global Development and African Studies researchers, as well as for policy makers, investors, finance specialists, and global business practitioners and entrepreneurs.
