Book excerpt: Using data from 41,873 individuals across 17 African countries and 13 studies, this paper maps data from various self-reported scales to 10 socio-emotional skills and examine gender differences in these skills and their relationship with education and earnings. Apart from self-control, the findings show a significant male advantage in self-reported skills - men have an aggregate socio-emotional skill level 0.151 standard deviations higher than women, equivalent to the socio-emotional skill gained over 5.6 years of education. This is robust to controlling for positive self-concept. Closing the gender gap in education would close 17percent of this gap. While overall socio-emotional skill and education are positively correlated for both men and women, women do not have a positive correlation with education for some individual socio-emotional skills. The male advantage in socio-emotional skills increases at higher education levels. Socio-emotional skills are associated with higher earnings, especially for women. However, the specific skills associated with higher earnings differ by gender. Interpersonal skills are more strongly correlated with earnings for women than for men, and measures of these skills are often underrepresented, which indicates a key direction for future research. The paper further examines differences in the relationship between socio-emotional skills and earnings by levels of education and occupation. It discusses the implications of these results for interventions seeking to hone women's socio-emotional skills for labor market success and to address the gender norms that may perpetuate gaps in socio-emotional skills.

Book excerpt: We exploit a large exogenous shock to study socioemotional development (SED) during adolescence and the consequences on relevant economic outcomes, focusing on gender differences. Using novel, longitudinal, microdata on cohorts of East German adolescents before and after a large macro shock (the German Reunification), we causally estimate the impact on SED, finding substantial negative effects in the short run. These effects are similar for male and female youth. In terms of how these changes in SED impact behavior, however, we find stark differences by gender, observing important changes in externalizing behavior and behavioral control problems among males only as opposed to changes in internalizing behavior among females only. Ultimately, the effects on longer-run outcomes (subjective health, wellbeing, education) are grave and similar for both genders.

Book excerpt: Social and Emotional Skills for Better Lives presents results from the OECD’s Survey on Social and Emotional Skills (SSES) 2023. SSES is the largest international effort to collect data on these skills among 10- and 15-year-old students. The report explores how the following skills differ by socio-demographic groups and how they relate to key life outcomes: task performance skills (persistence, responsibility, self-control and achievement motivation); emotional regulation skills (stress-resistance, emotional control and optimism); engaging with others skills (assertiveness, sociability and energy); open-mindedness skills (curiosity, creativity and tolerance); and collaboration skills (empathy and trust). The results show that students’ social and emotional skills – or 21st century skills – are linked to better life outcomes, including academic success, greater life satisfaction, healthier behaviours, less test and class anxiety, and more ambitious career plans. The Survey also finds that these skills are inequitably distributed among students by age, gender, and socio-economic background. SSES 2023 was conducted in Bulgaria, Chile, Peru, Spain, Mexico, Ukraine, Bogotá (Colombia), Delhi (India), Dubai (United Arab Emirates), Emilia-Romagna (Italy), Gunma (Japan), Helsinki (Finland), Jinan (China), Kudus (Indonesia), Sobral (Brazil) and Turin (Italy). Results are compared to SSES 2019, which took place before the COVID-19 pandemic.

Using comparable survey data on these schooling, skills and labour market outcomes from 13 developing and emerging economies worldwide, this book revisits human capital and gender inequality models. It presents new estimates of the returns to different levels of schooling as well as cognitive and socioemotional skills for women and men. It examines whether those returns are due to levels of human capital or to structural bias in labour markets, and how these two factors work across the earnings spectrum. The book examines the existence of 'glass ceilings' and 'sticky floors' for women using this expanded measure of human capital. Further, by analyzing a group of countries of wide-ranging levels of economic development and socio-political contexts, the book reveals patterns and insights into how context mediates the relationship between skills and gender gaps in labour market outcomes. The prevalence of gender inequality, particularly the presence of gender gaps in the labor force and in economic opportunities, can weigh on and impede inclusive growth. The precise nature of gender gaps varies, but in the majority of countries there are differences between men and women in decision-making power, economic participation, access to opportunities, and social norms and expectations. The analysis shows that gender gaps in pay and in access to resources, occupations, and credit, among other things, not only have negative microeconomic effects on women but also imply large costs for the aggregate economy. Differences in economic outcomes may be a consequence of unequal opportunities and enabling conditions for men and women and for boys and girls. Raising female participation could provide an important boost to growth, but women face two hurdles in participating in the workforce in Japan.
