Book excerpt: Women and girls in Nigeria face different levels of sexual and gender-based violence, both in private and public life, often without protection from the law. Compounding the problem of women and their rights is Nigeria's pluralist legal system, which includes Customary and Sharia Laws that often reinforce sex stereotypes and encourage men to view women as subordinate and inferior beings. The Police and the criminal justice system have not satisfactorily offered protection to victims of violence; only reluctantly intervening where absolutely unavoidable. The seeming inability of law enforcement officers (especially the Police) to adequately respond to and investigate cases of violence (especially against women) and to prosecute suspected perpetrators is a major obstacle to addressing the issue of violence against women and girls. In this context, the Women Aid Collective (WACOL) - which deems it imperative to work towards the elimination of all forms of violence against women and girls - organized a conference cum training exercise for Nigerian Police Officers within the Enugu State Police Command in partnership with the Action Aid Nigeria with funding support from the Global Affairs Canada under the Women, Voice and Leadership project. The training exercise, which took place on September 17, 2020, at Dannic Hotels, Enugu, sought to sensitize the Police on existing laws and policies on violence, especially against women and girls. It also tried to strengthen the capacity of the Police to provide effective responses to victims/survivors of violence in search of justice. This edited collection is the end product of the combined conference and training exercise and provides academics, students, activists, feminists, civil society organizations, the security sector, and administrators of justice with information on extant laws protecting women from sexual and gender based violence and expected action to ensure their effective implementation in practice.

Book excerpt: Gender-based violence, or GBV, is one of the most oppressive forms of gender inequality, posing a fundamental barrier to the equal participation of women and men in social, economic, and political spheres. GBV includes intimate partner violence, non-partner sexual assault, female genital mutilation, sexual exploitation and abuse, child abuse, female infanticide, and child marriage. Such violence impedes gender equality and the achievement of a range of development outcomes. In Nigeria, like in other jurisdictions, GBV remains a challenge that significantly constrains women's autonomy and opportunities. Conflict in Nigeria's North East geopolitical zone has further contributed to a steep rise in violence targeted against women and children by Boko Haram. This report uses the social ecological model as the basis to analyze prevalent GBV risks in Nigeria. It first describes the legislative and policy level frameworks associated with violence against women and girls as well as their implementation at the national and subnational levels. It then provides a detailed analysis of specific social norms that have created acceptance for or at least a lack of condemnation of GBV at the community level. Finally, based on field research, it delves deeper into some of the interpersonal and individual drivers of various forms of GBV in the selected communities.

For example, women are more likely than men to be sexually assaulted or killed by someone they know. The United Nations has defined violence against women as "gender-based" violence, to acknowledge that such violence is rooted in gender inequality and is often tolerated and condoned by laws, institutions, and community norms. Violence against women is not only a profound violation of human rights, but also a costly impediment to a country's national development. While gender-based violence occurs in many forms throughout the life cycle, this review focuses on two of the most common types-physical intimate partner violence and sexual violence by any perpetrator. Unfortunately, the knowledge base about effective initiatives to prevent and respond to gender-based violence is relatively limited. Few approaches have been rigorously evaluated, even in high-income countries. And such evaluations involve numerous methodological challenges. Nonetheless, the authors review what is known about more and less effective-or at least promising-approaches to prevent and respond to gender-based violence. They present definitions, recent statistics, health consequences, costs, and risk factors of gender-based violence. The authors analyze good practice initiatives in the justice, health, and education sectors, as well as multisectoral approaches. For each of these sectors, they examine initiatives that have addressed laws and policies, institutional reforms, community mobilization, and individual behavior change strategies. Finally, the authors identify priorities for future research and action, including funding research on the health and socioeconomic costs of violence against women, encouraging science-based program evaluations, disseminating evaluation results across countries, promoting investment in effective prevention and treatment initiatives, and encouraging public-private partnerships.

Book excerpt: ISSUE: Nigeria is a patriarchal society in which violence against women is a common occurrence that is rarely reported. Results of a survey showed that 45% of Nigerian women who experienced violence never sought help or told anyone- and as such did not receive the needed care. Barriers to not seeking services include fear of victimization, archaic legislation, lack of co-ordinated response and holistic service delivery for survivors. Although current interventions to increase access to post-gender based violence (GBV) services focus on capacity building of health care providers (HCP), evidence suggests that emphasis on this group alone is not adequate to address the range of clinical and non-clinical services as required. To address this, the Centre for Integrated Health Programs coordinated a multi-sector sensitization meeting to advocate for better responses and service provision that encourage GBV survivors report, seek and receive required services. DESCRIPTION: A mix of stakeholders offering health, safety, legal and child protection services in Kaduna State, Nigeria were invited to attend a dayu2019s sensitization meeting. Utilizing a participatory approach, subject matter experts facilitated sessions on local laws and implications of current policies, beliefs and norms on uptake of GBV services. The import of collaborations/linkages among organizations and individuals providing GBV related services were also discussed. Following this, the list of stakeholders were collated into a referral directory and shared with all. Community-health facility linkage networks were also mapped for facilitated referrals. The numbers of survivors who reported and received services were monitored monthly and after 5 months, pre and post-intervention data were analysed.LESSON LEARNT: After the sensitization meeting, a comparative analysis revealed that the number of GBV cases receiving services from the 34 health facilities increased from 115 (105 females and 10 males) to 228 (187 females and 41 males) after the intervention, signifying a 98% increase in GBV case identification and reporting. NEXT STEPS: Considering that the outcomes derived from the multi-sectorial sensitization meetings maybe effective in increasing the uptake of post GBV services. This approach could complement traditional training of HCP and ultimately increase post GBV services uptake.

In this paper, we explore the economic consequences of violence against women in sub-Saharan Africa using large demographic and health survey data collected pre-pandemic. Relying on a two-stage least square method to address endogeneity, we find that an increase in the share of women subject to violence by 1 percentage point can reduce economic activities (as proxied by nightlights) by up to 8 percent. This economic cost results from a significant drop in female employment. Our results also show that violence against women is more detrimental to economic development in countries without protective laws against domestic violence, in natural resource rich countries, in countries where women are deprived of decision-making power and during economic downturns. Beyond the moral imperative, the findings highlight the importance of combating violence against women from an economic standpoint, particularly by reinforcing laws against domestic violence and strengthening women’s decision-making power.
