The work draws upon extensive research conducted by the author in Serbia to develop a comprehensive picture of how feminist and women’s organising relates to the broader national and international contexts surrounding gender security. Through an innovative analytical framework of personal-political imaginations, the book explores the role that memories, perceptions and hopes about conflict and post-conflict have upon the logics of gender security. It investigates how contrasting and competing modes of thought about ‘gender security’ are made, paying attention to how the dynamics of gender politics in Serbia shape the security discourse and narratives of activists. The volume explores in detail how feminist and women’s organisations have responded to UNSCR 1325 by analysing two policy debates and campaigns that seek to ‘achieve’ its goals and gender security in Serbia: (1) feminist antimilitarism and (2) connecting domestic violence to the abuse of small arms and light weapons. Ultimately, the book argues that the configuration of gender security discourse is intimately linked to personal-political imaginations of conflict and post-conflict. It argues that violence against women in post-communist and war affected societies is significantly connected to the increase of social stratification, economic hardship, unemployment, instability, uncertainty and related social stresses, changes in gender identity and structural inequalities brought by new world order. Using largely accounts of more than hundred interviewed people, the author shows vividly how, in post-communist societies, the contradictions of capitalism are interlaced with the mostly negative relics of communism. Moreover, the book shows how contradictory processes in post-communist societies have led to a rather paradoxical result: political pluralism and a capitalist economic system generated both violence against women and a women's movement, albeit not the conditions for a reduction of violence.

For example, women are more likely than men to be sexually assaulted or killed by someone they know. The United Nations has defined violence against women as "gender-based" violence, to acknowledge that such violence is rooted in gender inequality and is often tolerated and condoned by laws, institutions, and community norms. Violence against women is not only a profound violation of human rights, but also a costly impediment to a country's national development. While gender-based violence occurs in many forms throughout the life cycle, this review focuses on two of the most common types-physical intimate partner violence and sexual violence by any perpetrator. Unfortunately, the knowledge base about effective initiatives to prevent and respond to gender-based violence is relatively limited. Few approaches have been rigorously evaluated, even in high-income countries. And such evaluations involve numerous methodological challenges. Nonetheless, the authors review what is known about more and less effective-or at least promising-approaches to prevent and respond to gender-based violence. They present definitions, recent statistics, health consequences, costs, and risk factors of gender-based violence. The authors analyze good practice initiatives in the justice, health, and education sectors, as well as multisectoral approaches. For each of these sectors, they examine initiatives that have addressed laws and policies, institutional reforms, community mobilization, and individual behavior change strategies. Finally, the authors identify priorities for future research and action, including funding research on the health and socioeconomic costs of violence against women, encouraging science-based program evaluations, disseminating evaluation results across countries, promoting investment in effective prevention and treatment initiatives, and encouraging public-private partnerships.

Less than ten years later, Rwandans surprisingly elected the world's highest level of women to parliament. In Bosnia, women launched thousands of community organizations that became spaces for informal political participation. The political mobilization of women in both countries complicates the popular image of women as merely the victims and spoils of war. Through a close examination of these cases, Marie E. Berry unpacks the puzzling relationship between war and women's political mobilization. Drawing from over 260 interviews with women in both countries, she argues that war can reconfigure gendered power relations by precipitating demographic, economic, and cultural shifts. In the aftermath, however, many of the gains women made were set back. This book offers an entirely new view of women and war and includes concrete suggestions for policy makers, development organizations, and activists supporting women's rights.
