Decades of research has shown that gender plays a critical role in intimate relationships, family life, formal and informal economies, organizations, and culture. A limited body of research exists exploring the role of gender in the experience and impact of natural disasters. Agencies are mobilized in response to natural disasters, however gender-based violence and the unique needs of women are often inadequately considered in relief efforts, and personnel are not sufficiently trained to recognize or address gender based violence. As a result, women are at heightened vulnerability and continue to experience disproportionate violence following natural disasters. Aimsu00a5tTo identify factors and conditions before, during, and after disasters which lead to increased gender-based violence in disaster settings across the world. u00a5tTo identify challenges faced by organizations and disaster responders in recognizing and responding to gender-based violence in disaster settings.u00a5tTo advocate for gender sensitive organizational planning and training prior to deployment by responding personnel. MethodsA narrative review of the global literature was performed to identify common themes among post-disaster settings and to recognize factors which led to the increase in gender based violence. An understanding of the factors leading to the increased incidence of gender based violence and the involvement of women at all stages of planning and decision-making is indispensable to addressing the gendered impact of natural disasters.

The evidence is now overwhelming that disasters and gender-based violence are closely connected, not just in moments of crisis but in the years that follow as the social, economic and environmental impacts of disasters play out. This book addresses two key gaps in research. First, it examines what causes the relationship between disasters and gender-based violence to be so widespread and so enduring. Second, it highlights victim-survivors’ own accounts of gender-based violence and disasters. It does so by presenting findings from original research on cyclones and flooding in Bangladesh and the UK and a review of global evidence on the Covid-19 pandemic. For example, women are more likely than men to be sexually assaulted or killed by someone they know. The United Nations has defined violence against women as "gender-based" violence, to acknowledge that such violence is rooted in gender inequality and is often tolerated and condoned by laws, institutions, and community norms. Violence against women is not only a profound violation of human rights, but also a costly impediment to a country's national development. While gender-based violence occurs in many forms throughout the life cycle, this review focuses on two of the most common types-physical intimate partner violence and sexual violence by any perpetrator. Unfortunately, the knowledge base about effective initiatives to prevent and respond to gender-based violence is relatively limited. Few approaches have been rigorously evaluated, even in high-income countries. And such evaluations involve numerous methodological challenges. Nonetheless, the authors review what is known about more and less effective-or at least promising-approaches to prevent and respond to gender-based violence. They present definitions, recent statistics, health consequences, costs, and risk factors of gender-based violence. The authors analyze good practice initiatives in the justice, health, and education sectors, as well as multisectoral approaches. For each of these sectors, they examine initiatives that have addressed laws and policies, institutional reforms, community mobilization, and individual behavior change strategies. Finally, the authors identify priorities for future research and action, including funding research on the health and socioeconomic costs of violence against women, encouraging science-based program evaluations, disseminating evaluation results across countries, promoting investment in effective prevention and treatment initiatives, and encouraging public-private partnerships.
