Further on it will be analyzed which gender-strategies are crucial for police reform and to which extent gender-sensitive police reform (GSPR) can contribute to a reduction of violence against women. The case study shall examine to which extent gender issues were integrated in GSPR in Sierra Leone. Based on these findings, this analysis will develop recommendations how gender can be integrated successfully into security sector reform. The theoretical part of this paper illustrates the concept of security sector reform and its meaning for peace-building and development. In addition, relevant dimensions and actors are introduced combined with the exemplification of influencing factors and potential obstacles. Afterwards the concept of gender is discussed, including its relevance for development cooperation as well as a description of gender-based violence and its consequences. The theoretical part concludes by merging these two concepts and illustrates the relevance and strategies of gender-sensitive police reform. The second part of this analysis focuses on gender and police reform in Sierra Leone. This chapter begins with a brief description of the civil war in Sierra Leone as well as the prevalence of gender-based violence. Afterwards the chapter analyses to which extent gender-sensitive strategies were integrated in police reform. The paper concludes with recommendations for further gender-sensitive strategies in the security sector and argues if effective police reform can reduce the emergence of gender-based violence.

In theory, security sector reform (SSR) programs derive from a comprehensive national defense and security review. They involve, at the core, the transformation of a country's military and police forces-but they also involve a comprehensive review and restructuring of intelligence services, the penitentiary, the judiciary, and other agencies charged in some way with preserving and promoting the safety and security of the state and its citizenry. However, the process of SSR in Liberia, supported by the United Nations, the United States, and a number of bilateral donors, is far more rudimentary than the conceptual paradigm suggests. It is aimed simply at the training and equipping of the army and the police, with little attention or resources being devoted to the other components of the security system.

The authors conclude that those conducting SSR programs must understand and continually revisit the policy goals of SSR programs so as to develop concepts that support a transitional process that moves forward over time. State actors must acknowledge and often accommodate nonstate security actors more effectively in SSR planning and implementation, while recognizing both the advantages and the risks of collaborating with such actors. Book excerpt: As a policy field largely characterised by handbooks and manuals, gender and Security Sector Reform (SSR) has been insufficiently studied and analysed. Analytical discussion of what gendering SSR means is quite rare, as is the study of the already gendered nature of the security institutions that are the subject of intervention. This policy dialogue unpacks aspects of the discourses and practices regarding gender and SSR. It highlights limitations and problems both in the conceptualisation of gender and its incorporation into practical SSR work. The publication also demonstrates how researchers and policymakers often have divergent views of what gendering SSR means. Finally, it calls for closer and more constructive dialogue between researchers and practitioners, a dialogue which acknowledges the conditions and constraints in these two spheres of work.

Book excerpt: This book provides a critical assessment of the impact of UN Resolution 1325 by examining the effect of peacebuilding missions on increasing gender equality within conflict-affected countries. UN Resolution 1325 was adopted in October 2000, and was the first time that the security concerns of women in situations of armed conflict and their role in peacebuilding was placed on the agenda of the UN Security Council. It was an important step forward in terms of bringing women’s rights and gender equality to bear in the UN’s peace and security agenda. More than a decade after the adoption of this Resolution, its practical reality is yet to be substantially felt on the ground in the very societies and regions where women remain disproportionately affected by armed conflict and grossly under-represented in peace processes. This realization, in part, led to the adoption in 2008 and 2009 of three other Security Council Resolutions, on sexual violence in conflict, violence against women, and for the development of indicators to measure progress in addressing women, peace and security issues. The book draws together the findings from eight countries and four regional contexts to provide guidance on how the impact of Resolution 1325 can be measured, and how peacekeeping operations could improve their capacity to effectively engender security. This book will be of much interest to students of peacebuilding, gender studies, the United Nations, international security and IR in general.
