Book excerpt: Fifteen years after the adoption of UN Security Council Resolution 1325 which establishes the Women, Peace and Security agenda, there is now a need to assess the impacts of gender equality efforts, and to understand why and how gender equality reforms have advanced to the extent that they have. This book examines how international peace and security is re-envisioned from a gender perspective by mostly focusing on the nuances presented by the Asia Pacific region. It argues that despite the diversity of political, socio-cultural and economic systems in the Asia Pacific, women and girls in the region continue to experience similar forms of insecurities. Several countries in the Asia Pacific have demonstrated relative peace and stability. In addition, women’s leadership and participation in peacebuilding are and continue to be increasingly recognized in the region too. However, as the chapters in this book demonstrate, applying a critical gender analysis allows for the interrogation of ‘veneers’ of political order which can then mask or normalise everyday gendered insecurities. The analysis of country cases such as Myanmar, Cambodia and Fiji underscores a rethinking of the political order in the Asia Pacific which leaves existing gender inequalities intact. The chapters in this book were originally published in a special issue in the International Feminist Journal of Politics.

What are the practical implications of basing policy on problematic discourses? In this highly original poststructural feminist critique, the author maps the discursive terrains of institutions, both NGOs and the UN, which formulate and implement resolutions and guides of practice that affect gender issues in the context of international policy practices. The author investigates UN Security Council Resolution 1325, passed in 2000 to address gender issues in conflict areas, in order to examine the discursive construction of security policy that takes gender seriously. In doing so, she argues that language is not merely descriptive of social/political reality but rather constitutive of it. Moving from concept to discourse, and in turn to practice, the author analyses the ways in which the resolution's discursive construction had an enormous influence over the practicalities of its implementation, and how the resulting tensions and inconsistencies in its construction contributed to its failures. The book argues for a re-conceptualisation of gendered violence in conjunction with security, in order to avoid partial and highly problematic understandings of their practical relationship. Drawing together theoretical work on discourses of gender violence and international security, sexualised violence in war, gender and peace processes, and the domestic-international dichotomy with her own rigorous empirical investigation, the author develops a compelling discourse-theoretical analysis that promises to have far-reaching impact in both academic and policy environments.

Different sources pay attention to different crises: the Global Financial Crisis, the Debt Crisis, the Crisis of ISIL/Daesh in Iraq and Syria, the Crisis of Israel and Palestine, and the Iran Nuclear Crisis have gotten significant attention in media coverage of global politics. But those are not the only crises that scholars and practitioners discuss. Environmentalists warn of ecological crisis, health scholars warn of disease crises, cyber-security experts suggest a coming information crisis, and migration experts warn of population crises. Feminist work on global politics has addressed many of these crises - historical and contemporary - in crisis language and without it, as well as a number of the non-crises that looking for women and gender in the international arena draws into focus. That work, however, had generally not explicitly theorized the conceptualization of crisis, its gendered dimensions, and/or gender-based crises as such. Across this book, feminist conversations about crisis in global politics suggests that a single feminist approach to, definition of, or politics of crisis is impossible to find. That same variety of work, though, makes a strong case that paying attention to crises in the world and to the manufacture of crisis rhetoric alongside events in global politics is not only generally important but an important place for feminist scholarship, feminist political activism, and direct attention.
