The author identifies low/weak budgetary allocations, weak/non-existent structures for its implementation and the pervading cultural and social barriers that consider women and girls as inferior to men and boys, as key constraints affecting the realization of gender equality plans and policies. The author proposes that the WEGE policy, if endorsed and supported as intended, will help address these and other barriers and enhance the attainment of gender equality results in all sectors in Sierra Leone. The WEGE policy is also expected to pave the way for a Gender Equality Bill to be passed into law in the immediate future. The 2015 draft of the Women’s Empowerment and Gender Equality Policy has five parts covering the gender and development context in Sierra Leone; the policy context and legal frameworks related to gender; the WEGE policy rational and objectives; implementation and operational framework; forward looking short, medium and long term strategies. It proposes to be a policy framework to guide in the setting of standards for national and international actors towards attaining gender equality in the country.

Book excerpt: The eleven-year civil war in Sierra Leone from 1991 to 2002 was incomprehensibly brutal—it is estimated that half of all female refugees were raped and many thousands were killed. While the publicity surrounding sexual violence helped to create a general picture of women and girls as victims of the conflict, there has been little effort to understand female soldiers’ involvement in, and experience of, the conflict. Female Soldiers in Sierra Leone draws on interviews with 75 former female soldiers and over 20 local experts, providing a rare perspective on both the civil war and post-conflict development efforts in the country. Megan MacKenzie argues that post-conflict reconstruction is a highly gendered process, demonstrating that a clear recognition and understanding of the roles and experiences of female soldiers are central to both understanding the conflict and to crafting effective policy for the future.

It analyzes the gender-transformative potential of the Commission, examines the measures taken by the government to implement the Commission's recommendations on gender equality and analyzes the changes that have been achieved with regard to gender equality in Sierra Leone. While the trials of the Sierra Leone Special Court have led to a number of groundbreaking legal developments that have significantly impacted international gender justice the Court is believed to not have offered much potential for the transformation of gender relations due to "the absence of a reparations mandate and the limited opportunities for victims to participate in proceedings" (Williams and Opdam 2017, 1286). Therefore, this analysis focuses on the TRC. It will begin with a brief account of the situation of women in pre-conflict Sierra Leone as well as during the conflict to make the case for the need for a transformation of gender relations. This will be followed by an analysis of the gender-transformative potential of the TRC and a subsequent examination of the measures taken by the government to implement the TRC’s recommendations on gender equality. Subsequently, the changes that have been achieved with regard to gender equality in Sierra Leone will be examined. Finally, the position of women in contemporary Sierra Leone will be outlined, followed by a brief presentation of missed opportunities in the promotion of gender equality.
